Most consider it the fourth best primary for blasters (psi/sonic/fire).
However I am making one because the powerboost will jack up the -def (plus cosmic burst stun) and theoretically after a powerboosted nutrino bolt---->x-ray eyes defensive sets should be neutered.

Where does it rank in terms of damage?
If you were going to make one for duels, would you go energy secondary for the range and powerboosting the stun or mental for drain psyche?
