Statesman's Task Force possible bug?

So 4 days ago a team of 7 and myself did a MoSTF run (and finally completed it! http://boards.cityofheroes.com/showthread.php?t=204394) and then yesterday I was invited for another MoSTF run last night.

I joined and we got to the end and (my toon was a mind/emp) I stayed with the stone tanker while he was taunting/tanking LR and the others were taking down the towers. Well they took the red tower down first and it seemed to have re-spawned immediately. Now I didn't see if there were repairmen there or not (was facing the other way/where the tank was) but on the run that I was a part of on Jan. 1st I had the same issue. Now I know on the run on Jan. 1st I was a part of taking the red tower down...and it came back immediately even though I didn't see a repairman healing/repairing it.

Has anyone else noticed this and if so, bug?

I suspect there was a repairman present and you did not notice him.

Due to a change in the NPC AI some months ago, the repairmen are able to repair the towers faster than previously and it is much harder to interrupt/stop them. The problem seems to be that they can start repairing even as they are appearing, making it very difficult for the players to react fast enough. The devs are aware of this and indicated they would be evaluating it to determine whether or not it needs to be changed.

One way to address it is to basically start hitting them before you can even see them. This can be done by:
1) Having an area targeted or PBAoE effect running. On the last STF I was on, my fire/kin stood next to the tower with Hot Feet running.
2) Pets. Since pets are controlled by the server, they can see the repairmen (and attack them) before you can.

I've seen repairmen summoned right at the point of the tower's defeat. If you don't notice them, they take a second or two to zone in and your team could have moved on already. I always pause for a couple of seconds to make sure no repairmen are in the process of being summoned or got knocked back before moving to the next tower.

Well that's the thing...on the first run (Jan. 1st) I know we blew up the tower and we didn't move on (or at least I didn't) and from what I saw no repairman but the tower seemed to respawn within, I'd say, 3 seconds. Maybe he was hiding or whatever but *shrugs*

The second run I couldn't say for sure since I wasn't there/watching it.

Just thought it was interesting that the red tower re-spawned almost immediately both times and the other 3 towers never had an issue and thought it might have been a part of that bug that was fixed a month (3 months?) ago.

The towers have a little cover over them that's cosmetic before the tower appears proper. That little cover can hide a toon or a repairman. Standing within it with hotfeet running or pets ensures those pesky repair dudes get whacked as soon as they spawn, even if hidden.

He could also have come from another tower. The repairmen are not 'bound' to a particular tower. If you're fighting one tower and knock a repairman over to a previously destroyed tower, he can rebuild it from scratch.

Yep. Have had that happen with scatter effects that didn't deal (enough) damage to kill the repairmen. They got blown or pushed away, and ended up repairing a previously destroyed tower long after it was taken down.
