That's a common thing on villainside. Contacts are not as automatically available like they are on Heroside. To get a new contact at any time, you just have to do some missions from the "Newspaper" contact. After so many missions in the same zone, you'll be asked to run a Bank mission, and you'll be able to choose a new contact after that.
Gotcha, yeah i played hero side for a couple years, but have been gone for almost as long and am still a bit lost, thanks for the info.
Also, there are Unlockable Contacts.
For you, you might want to try going for the Crimson Revenant or the Slot Machine. The Slot Machine especially is worth it, at least once.

A couple quirks about brokers to keep in mind:
-When they offer a bank mission, you have to do it to get a contact. You don't have to succeed; you still get a contact if you fail. But if you choose "No, thanks.", then no contact is offered.
-You can do paper missions in any zone that there are contacts in your level range. For example, You can still do papers in Port Oakes from 10-15, because that's Radio's level range. However, if you've already completed all the contacts in the Zone, the broker will not give you a contact in the next zone; you have to go to that zone and do papers there, and get the next contact from that zone's broker.
In addition to the unlockable contacts, you might also want to consider using Ouroboros to do any arcs that you outlevelled. With the new sidekicking rules, you will still get XP while doing Flashbacks.

I seem to have run out of missions villain side at 32, ive done all the mission all my contacts have given me and even gone back to all my old contacts and tried to get new ones, but no go. I was wondering if im missing something, any help would be appreciated, Thanks.
