The City of Heroes... is a Rogue's Isle?

I was just researching Rhode Island for fun tonight when I ran across a certain line in the Wikipedia entry:

So..... Rhode Island, where Paragon City resides, the City of HEROES, was once actually called the "Rogue's Island"?????

Shocking! The devs may hate villains, but apparently some of Paragon City's earliest founders LOVED "Going Rogue".
