In Paragon, NPCs IO YOU!
NPCs dont have sets, in all seriousness. They dont work that way. Their badass comes from unslotted hax. AV status is pretty much like having purples in every power.

A lot of NPCs actually have IO sets and, in one case at least, SOs named after them.

The rumoured ultra rares that will never make it into the game are as follows:
Swan's Neglige - a Confuse set
Valkyrie's Big Pointy Spear of Doom - a PBAoE set
Castle's Power Negation - a ToHit Debuff set
Statesman's 'I Win' Button - a Global Def/Res set
In NPC parlance, a "unique" IO means "I'm the only danged person in existence who has one."

Yeah! I was gonna say that some NPC's have IO's named after them. It would only be by right if they used them.
And as for the ultra rares I would love to see how they look if we can't get a chance to get em!

I don't know if there has been a thread on this topic. please forgive me if it has. As i was in my character slot screen looking at what IOs to upgrade too "since I have the Influence now to do it."
It dawned on me as to which sets some of the npc characters like (States,Recluse,BaBs...or even some of the GM's) have slotted in their powers. And I was like heck...they may have some sets we can't even get our hands on or even heard of,LOL!
What do you guys think of what some of the npc's toting in their uber builds?
