When is ninja-run unlocked?

I just purchased the booster and am level 2. When does one gain access to ninja run?

Security Level 4.

When you get enough XP and ding 4, you will not have access to Ninja Run.

When you train to level 4, one of the things on the list of things earned will be:

-A new inherent power: Ninja Run
