Elec/Regen! Need some advice
I just got mine to 50 a week ago. Thunder strike is your friend and your enemy. Lightning rod is your friend for life! The knockdowns give you time to click your heals and time for your fast regen be effective.
Thunderstrike has a long animation and won't allow and other powers to activate douring that time. That can be bad for those times you need to click a heal but can't because thunderstrike hasn't finished. If you pay attention, you won't be caught in that situation.
Lightning Rod is just win. I wish it recharged faster.
I'm not near my computer so I can't post my build. (Someone should create a mids app for blackberry.) I can tell you I went for recharge first then def. The main sets are doctored wounds in dull pain and recon, obliterations in the 3 pbaoe attacks witch also helped with deffense. I have some lotg + recharge speed slotted as well.
I was going go with blaze mastery fot the awsomeness that is fireball, but, after playing a few levels, I went for body mastery to get nrg torret to get more knockdown. I also put in the + recharge proc in nrg torret to help out with recharge. The name of the regen game is and always will be recharge recharge recharge.
Also, work on target switching in the middle of a battle so you can get the most out attacks like thunder strike and chain induction.

For Regeneration:
Take
Fast Healing: 3 heal enhancements
Quick Recovery: 3 endurance modification enhancements
Reconstruction: 3 heal and 3 recharge enhancements
Dull Pain: 3 heal and 3 recharge enhancements
Integration : 3 heal and 1 endurance reduction
Instant Healing: 3 recharge
Moment of Glory:3 recharge
I'm not very familar with Electric but I'd suggest taking Jacob's Ladder, Build up, Thunder Strike, and Lightning Rod.
For pool powers, take leaping, fighting, fitness, and speed. Take Combat Jumping, Boxing, Tough, Weave, Swift, Health, Stamina, Hasten, and Super Speed.
You'll want as much defense you can muster.

thanks guys, gals, and all you in-between or abroad! all this pretty much confirmed all my expectations/fears for the build so i know i was headed in the right direction.
rotating targets is 2nd nature since i just finished lvling my 4th kin
so go for rech then def, eh? ive also seen guys recommending to go for as much hp as possible...in the end ill prolly find some happy medium
i see thunderstrike as my friend since it does mitigate dmg for me
so far he's lvl 12 and i havent hated it...so it going well!
my previous scraper is a lvl 47 claw/wp and he was a lotta fun for a while but i got tired of claws. hehe. he may never see lvl 50

Assuming you've got the +hp accolades (20% +hp) and DP is slotted for 95% heal, you'll have 2396 hp when DP is active, which is just a few points shy of the Scrapper hp cap of 2409.5. A 3 piece Mako's Bite or Touch of Death set bonus will be enough to get you there.
Now, concerning Dull Pain's up time, with 95% +rech (and nothing else), it has a potential uptime ratio of ~65% (120/(184.7+.924)). Even assuming you delay its use until you can fully use the heal (which I recommend, though I'd still suggest it be the first click power you plan on using, with the possible exception of MoG), it's likely you'd still have an uptime of at least 50% with it. With more recharge (which you should want lots of because you're playing */regen), the uptime will continually increase, likely to the point where you've got a 15-20 second overlap between potential activations, allowing you to delay use and still have 100% uptime on the +hp. Because of this, any +hp you get aside from that first, likely +hp set bonus, is going to be wasted at least 50% of the time, much more if you get decent amounts of +rech.
My personal recommendation is to go for +rech and then +def. */Regen is so click intensive that you'd be selling yourself short if you weren't.

When hit points ARE useful is if you're going for a hard core defense build. But in that case, you want defense, defense, more defense, and then some hit points.
What I can't suggest is going for a happy medium. The happy medium is likely to be in a low valley between two pretty tall peaks. You'd be better off choosing which peak you want to climb, and if you aren't very specifically looking to climb the defense peak and know why you're climbing it, I recommend the recharge peak.

I have a build that is a happy medium, but I also know the set pretty well. I know how to build for either high recharge or high defense, but I chose not to.
Werner and Umbral give good advice, I suggest you heed it until you have a better grasp of what Regen can and cannot do.
Why do I go against the grain and build almost the exact opposite of what I'm told I should? The answer can be found in my signature. I managed to get solid all around performance out of my Claws/Regen, in spite of my sub-par build. (at least I'm told it's sub-par) I can tank for short periods of time if need be, I kill at a decidedly above average rate, I can PvP when I feel like it and score a decent amount of kills. That's enough for me, I don't have any great desire to push this build as far as it can go, especially as I don't have the time or patience to acquire the ridiculously expensive IOs I would need to do it.
The only real advice I have here is to take the advice of the others in this thread, and use the parts of it that work for you. That's what I have done, and it led to a character that I'm very happy with.

Yeah, I'm just spouting rules of thumb and perhaps making them out to be more universal than they are. When you know what you're doing, rules of thumb can and should be violated based on the specifics of the situation.

So...this is probably my 2nd EVER scrapper that Ive gotten over level 10. Ive been around since beta but never tried melee till recently.
Anywho...Im gonna take a crack at Elec/Regen and was wondering if its gonna be pretty solid later in its life...Ive yet to see one in-game and even forums dont have much to say about this combo.
A lot of people complain about how it can get clicky but that wont bother me(it keeps me busy)
Any tips for playstyle or a sample build would be greatly appreciated. Im not rich but im always down for getting more bang for my buck.
