I think what it does is that it looks for accounts that match the payment method/card used, but I'm not certain.
The other possibility is that it works off of the login that you supplied. My two accounts have different login names and passwords.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
