There are lots of ways to tweak this.
1: take the kismets out of lucky, take char instead of CP and bung 4 basilisk's gazes in, gains you 3.75% recharge and yes that 7.5 does stack with the 5 LotGs.
2: Incinerate vs GFS, really depends on your attack chain, but believe incinerate is better DPA.
After that it's personal choice what you want, clearly FS can just be 6 slotted with ToD and you're capped for melee.
You could also switch the slotting of one of your early toggles for a set of red fortunes (either + a LotG 7.5 or shift that to lucky), allowing you to remove the doctored wounds and slot a numinas unique plus numinas and miracle heals in health (and a regen tissue unique if you felt like it).

I'm building this new scrapper and my goals where soft capped to all 3 positions and perma hasten. I've pretty much accomlished this and would like some fellow scrappers advice on any changes that could be made to improve the build. It's 0.4% from melee soft capped and if i'm reading it correctly has perma hasten.
Here it is any suggestions appreciated
