You have to be in a "level-appropriate" zone. One, for instance, where you can get XP.
Were you in a zone very much lower (or higher) than your toon? 50s Trick or Treat in PI, level 1s in Atlas Park, etc.
(And note: it's your COMBAT level, so if you join a 50s team on a lowbie, you should be ToTing in PI.)

The mission door has to be in your level range. If you're too high for the zone you can't ToT there.
The mechanics for the other event you discovered are detailed here (site is slow at the moment though).

I was told that in the Halloween event I can click on any given mission door and do TRT. I played a little before work today, tried it out with no results other than "you cannot enter".
Then I fought a mayhem blue dot on the map with the witches and stuff, and chased 2 mobs to a building and the vet-dude on my team told me that we have to click on the door. Can someone confirm for me that you have to do it that way? Kinda confused......
