Try this from BillZBubba's Guide for Moving CoH or Installing Test (slightly changed). Read the full thread for more help (esp the "Questions you may be asking:" part).

Open your COH directory and make a COPY, not a shortcut, of the cohupdater.exe file to your desktop.
Run the copy. You will be prompted to reinstall CoH. If your CoH is installed in the normal place (c:\program files\city of heroes), choose yes, otherwise, choose NO to the default installation path and browse to the location where you copied your CoH directory.
*Be sure to highlight the main directory and NOT one of the subdirectories of your CoH directory. Example: coh should be highlighted and NOT coh\screenshots.*
The updater should take seconds to complete, leaving you at the coh/v startup screen where you click the Next button.
Close this screen. You will now see on your desktop Two coh icons. The copy of the cohupdater you created and a new coh shortcut. DELETE the cohupdater copy that you created.

im having troubble with my updater since my last install, ive downloaded the installer from the plaync site and installed it proper, but now everytime i start the updater client it wants to install the game again, i could play it after i installed it the first time so there is no wrong with the install of the game, and when i press ok for the install again i get an error stating that i might not have sufficient space on my harddrive witch is odd since i have 700gigs free space on my hdd any ideas out there ??
