Difficulty not resetting
Well, my first thought would have been to mention that the settings don't work on task forces or Ouorboros missions, but you seem to have covered that.
My next thought would have been to mention that you need to 'force' a reset of a mission to get it to change, but you got a NEW mission to test it so you covered that.
My next thought: who did you get the mission from and what level are you? If you got it from a 30-35 contact and you're 35 . . . . well, it SHOULD still let you adjust the level, but sometimes it does not. Even before Issue 16. Considering how many small problems there are with the new systems, it may not let you upgrade the level (or not as far as it should) if you're at the max level for the mission.

Well I took door missions so I don't think it is outleveling. Guess it is just me so I will try resetting it back and forth and logging. I was wondering if I was missing something.

It's possible you may be hitting the level cap for the mobs rather than the mish - what level are the team leader and mish owner and what mobs are you facing.
The mish may also be set to be back loaded so the mobs near the door could be -2 whilst those at the back may be +2
Another possibility may be if the mish owner (and possibly now the team leader) isn't in the zone when the first person enters the mish - before the last issue this would cause the mish to spawn as a Heroic/Villainous mish irrespective of the difficulty set - I'm not sure if SSK has altered that.

Can't figure out why I change difficulty from say 0 to +2 and nothing happens. Still get White mobs. Did missions that I didn't have before changing difficulty and ones that aren't part of a arc to make absolutely sure.
