Shivans Bugged When Exemp?

Same thing happened to me autoexemped on a low level mayhem.
Not sure if it's a known issue or not.

Looks like HVAS and Shivans are bugged during exemp.
Ouros portal seems not to work for a lot of people during exemp as well (may have something to do with when you got the ouros portal power/reward).

I was on an ITF this afternoon, and the leader was 50, and I was 48 SSK'd to 49. I hit 49 in the 3rd mission, and after it was over, I went to use my OP. I did the animation, and the power was used, but there was no portal. I've had it since 25, when I went in somebody else's portal and got the explore badge.

It looks like the Ouro portal may be fixed on Test as of today. I tested while in an Ouro TF and was able to summon it while down 21 levels. I didn't test being exemplared to a lower-level character, though.
Edit: Having not considered what Pum mentioned above about level at which one obtained the portal, I tested on a character who I know didn't get it until after they were 50. They were still able to summon it exemplared down to level 29.
Shivans were still bugged though.

I know the Vanguard mech is bugged at the moment, but are Shivans bugged too?
I tried to summon one recently while exemp on the Synapse TF and the power failed but a charge on the power was used.
I sent in a bug report as well but figured I'd ask here.
(Searched, didn't see anything - if this is known/reported already - Oops.)
