Is there a reason paper/radio contacts have no phone?
The Detectives? Yeah it gets annoying over time. I guess it would be some kind of violation to broadcast on the police channels, so you have to go downtown to see what's going on? lol
As far as I know there's no official explanation. IMO, the most logical assumption is that it's a time sink. They used to design all sorts of those into the game, back in the day. It was part of Jack's Vision of Gaming Nirvana.
It might be related the their looping progress bar. Since phone numbers are handed out based on your progression with a contact and your progress with a Detective/Broker is reset when you complete a safeguard/mayhem, it could be that you would immediately lose the ability to call him/her and have to go talk to him/her again after 1-2 paper missions.

I'll second this. It may not be the right answer but it sounds pretty reasonable.

I'm just curious if there's ever been given a particular reason why we have to hoof it to our paper/radio contacts to get the bank missions.
Seems like a pain in the butt which was purposefully done, but why?
