I can't think of a set that doesn't require at least one or two toggles to be worthwhile. Why are you interested in such a beast? Is it a concept or are you concerned about endurance spending? If you take a look at WP, you will find that the endurance is rarely a problem and it is light as far as toggles are concerned. Most builds also allow for a good bit of flexibility too.

The only set I can think of would be Regen, but I couldn't imagine living without at least Integration (or Tough/Weave for that matter).
Regen is the lightest on toggles by quite a bit, but sadly is not available for brutes. Willpower isn't too hard on the end bar. Fiery Aura only has 2 toggles that are necessary (you don't HAVE to run Blazing Aura, but it is recommended)

If your problem is endurance, roll a /WP, /EA, or /ELA. If not, roll a Dom they have an active defense.

I'm looking for some bruting (or scrapping) that doesn't rely on toggles for survival. Are there any secondaries that work like this?
