Because then the Cimerorans in the Plaza wouldn't look so stale just standing there... and the phalanxes of hundreds of Nemesis in that one Patron arc. (And the Nems are SOO dressed for it!)
It would make dropping a Rain of Arrows on them SO much more satisfying!
