You just walk up to jim, and click on him 
Nothing doing.
Tried clicking him many times, he gives no missions or introductions to any other contacts.
Even logged out back in.
It's probobly becuase you're lvl 20 and he's a 15-19 contact.
He opens up at 15, just by talking to him. (Or, you can be introduced by one of your 15-20 Contacts if you don't.) Looks like you outlevelled him.
However, it turned out that Smith was not a time-travelling Terminator
How do I start talking to any of the contacts in FL?
Have tried doing paper missions, don't get offered them as contacts. Have tried going and speaking to them all. Jim Temblor says something about it being better to know... sounds like an old contact. Miss Yin says that her dad is out. And Doc D and Agent G say talk to someone else first.
Character is level 20.
