EU and US are like two separate games in that when you purchase EU you cannot access US. I suggest you try and get a refund but as far as i am aware they do not refund this type of thing; though contact support about it (your friend might have to do it since he purchased it).
I can't even go to Paragon City as the only English Servers seem to be The Rogue Isles. I like my character I made too..
That would seam untrue both city of heroes and city of villains are available regardless of what you have purchased. Assuming you have created a villain character they will not be allowed to visit paragon city. You must create a hero character to do this.
