Mender Roebuck won't sell me stuff?

All through I12, Mender Roebuck would offer to sell Scarlet any inspiration she cared for.

Of itself not really important, but nice to know.

So I decide to do her 2nd build and wanted to slot, initially with SOs so who'd I go see? Roebuck. He's the most convenient.

He doesn't want to know. I cannot buy anything from him. I can still go see Ghost Falcon in PI, so it's not the end of the world but it's a pain in the @$$ notwithstanding.

Question: Why is this? What caused it? What does it take to get the Menders to sell you stufF?
