Putting the City back in CoH
Great ideas and don't worry about the red side. Plenty of opportunities there for eventlike things like this happening over there.
I like them.
But (you knew this was coming): Quite a few players have stated that they are sick and tired of zone events. Because it interferes with their non event things.
Also all that effort in creating events for a zone that people normally outlevel in half an hour seems to be a bit wastefull to me.
I am in favour though for more zone events to bring the city alive.
About your events. I assume that completing one event can trigger the next one? And would it not be better to forget about giving the mobs level and use the rikti engine for the mobs? That way everybody can join the fun if they like.
And with the new merrit system, solving events should grant merrits perhaps to make people actually do them?

I didn't get the impression that the events Z is talking about are the same as Rikti or Zombie events. More like the House Fires in Steel and the Raves in Skyway.
I think the main issue with doing this is that it's largely failed as a concept. They did it in Steel and Skyway, they mostly get ignored, I assume they decided not to bother.

True, but I'm sure quite a few players are sick and tired of the game world being nothing more than a place to gather for missions, and then get to missions, too. Plus by zone events I think they more mean the Zombie and Rikti invasions, which you can't really ignore. It's easier to ignore these, just like you can ignore a mugging or group of enemies.

So simply because it's a low level zone, it should be saved for the higher level ones? Or should we go 'Hey, new players, look at this vibrant, active game world with all these things happening around you! You can go and do some instanced missions, or you can prowl about the streets and take down crime!'
It'd make leveling up alts easier, without going through the same old mission or grinding mobs again, you can have various events to do and get some nice little things too.

Spawning randomly, with several events going on at once across the city zones. This means there's more chance for people to do things and not get interrupted.

The Rikti engine sucks for low level players. Sure, they don't hit you for as much, but you don't hit -them- for as much either. A Rikti being attacked by a level 1 who does 10 damage with their attack has the same HP as one attacking a level 50, who does 100 damage with an attack. Guess who loses out? Sure, it'd be nice, but they'd need to revise the system and fix the enemy hp to damage disparity first.

Perhaps, only if the above could get sorted out, but then you might get a high level player zipping about Galaxy farming the mini-events for Merits. WIth the benefit of a travel power, that could mean a low level player wouldn't get to experience many.
Really good idea, these would keep the lifetime going on a bit longer aswell as the numerous story arcs

If they did an overhaul of the Rikti engine used (which could do with one for lower lvls anyway, imo) then I see no reason why this wouldnt work. I know I dont bother with the early missions anymore, red and blue side, instead beating stuff up until lvl 5 for Heroes (Hollows) or around lvl 6/7 for villains.

I really like these ideas. I'm one of those uncommon few that'll stop for a zone event (unless I'm doing something important, like earning XP) - and the primary problem with them seems to be a lack of reward (remind anyone of GM's yet?). Who wants to risk the debt from a firefighting building explosion for a badge and temporary use of an (albeit amusing) fire extinguisher?
Offering a salvage (or better, an uncommon IO drop) gives a reason to do them - they can't realistically be farmed, since they can't be triggered and are just rare occurrences.
I think Z needs to SK the development team for a bit.

These zone improvement suggestions are purely CoH focused, it being my main game. I hardly ever play Villains, so sorry those fans of CoV!
Now, as some may know, I'm a huge advocate of zone changes and reforms. I want to have options away from the endless missions and the grind of the same styles of office, warehouse, cave and Council maps.
So, let's start with the zone I've spent the most time in, Galaxy City.
The purpose of these suggetions is to bring mini events to cities, to encourage teaming outside of missions, add variety to the game overworld and some colour and flavour to the streets.
Some of the events could be announced using the technology employed in Siren's Call for hotspots and Bounty Targets, along with zone event messages coming from police bands.
Now, Galaxy City has 3 main Villain groups, Clockwork, Vazhilok and of course, Hellions. Skulls make a minor appearance.
With the Galaxy City Zone changes, there would be more of a Skull presence around Gemini Park and near the Perez Park exit (That part being Skull territory on the other side) and near King's Row's gate to Constellation Row, another piece of Skulls turf.
With Skulls presence in the area, comes a couple of Trolls and Family as well, involved in the Superdine trade. This leads to our first three events:
Event 1: The Drugs Deal
Skulls are trading in the back alleys and a couple of abandoned houses and buildings. There may be a couple of Troll guards, or a few family goons. The hero is rewarded with a small EXP bonus, a nice influence and prestige bonus (If in an SG) and a medium inspiration for taking down the group. Additional influence and pretige is granted for taking down the Drugs Buyer mobs, who have a simple brawl or knife attack.
Event 2: The Drugs Labs
Located in small caves in Gemini Park, and run down outbuildings and appartments in the Constallation Row Area, Skulls have set up Superdine labs to help ply their trade. As with the above, there may be a Family member overseeing operations, or some Trolls there to purchase in bulk. There is also a Superdine lab present.
When taken out, the event gives a small exp bonus, inf and prestige, and a 120 second lasting effect that increases Regen and Recovery, but has a 5% chance per 10 seconds to make your character confused for 10 seconds, from the effects of the fumes.
Event 3: Gang Conflict
Understandably, the Hellion's aren't happy on this incursion to their turf, and have called in some of their upper eschelons from Perez to give them some firepower. In the lcoations above, you can sometimes find a group of Hellions lead by a Damned boss taking on their rivals. Taking down the group results in getting a good exp bonus, a small inf and prestige bonus, and a guarenteed Common Arcane Invention Salvage drop, plus a 10% chance for an uncommon one. Spoils of war.
Not to say that the Hellions are slacking though, they have several things going on themselves.
Event 4: Artifact Trade
Located in some burned or abandoned buildings and lobbies, or seedy back alleys in the Equinox district, Hellions sell their wares to Outcast Buyers and Warrior Buyers (Level 5 Boss). Defeating the group rewards you with a small EXP bonus, a inf and prestige bonus, and an 80% chance of a common arcane salvage drop, 15% uncommon, 5% rare.
Event 5: Warehouse Raid
The Hellions love their fire. But they need the materials to cause havok and burn. With the range of warehouses in the Nebula District, there's ample opportunity for them to steal goods. Once the event is announced, there's 5 minutes to interrupt them before they get away. Successfully stopping all the criminals gets you a small exp bonus, and the more barrels of flamable substances you let get away to their escape vehicle, the less prestige and influence you get. There's a 50% chance of a tech common salvage drop, 15% tech uncommon, and 35% to get a +3 to Level TO enhancement.
Event 6: Arson Attack
The Hellions have set alight to a random building in the zone, and it's up to you and the Paragon Fire Department to put it out! Take down the Hellions and use Extinguisher packs to put out the flames along with the Paragon Fire Department NPC's, just make sure the Hellions don't make them feel the real burn. The less damage the building takes, the more inf and prestige bonus you get, plus a random medium inspiration.
Event 7: Gang Conflict 2
In an attempt to weaken the Hellion's grasp, Skulls are sending strike teams into their dens and gathering places, including a fearsome Bone Daddy (level 5 Boss). Arresting the fighting gangs gives you an experience bonus, a small inf and prestige bonus, and a piece of common arcane salvage and a 10% chance for an uncommon one.
Let's not forget those marvellous morticians, the Vazhilok! They're certainly not slacking, and with the gang battles in the city and the new super heroes wetting their feet in the waters, there's plenty of opportunity for them.
Event 8: Medical Supply Theft
The Vazhilok are using sewers to sneak into the hospital, or ambushing supply vans, Health Stop shops and ambulances! Defeat the villains and watch out for if they decide to bring one of their fearsome Eidolons with them, and along with a small exp bonus and an inf and prestige bonus, there's a chance of you getting a temporary Medkit power with 5 uses (Heals 20% HP) for all involved as thanks.
Event 9: Vazhilok Vultures
Disgustingly, the Vazhilok are preying on fallen criminals to harvest. Not only by stopping them do you give the criminal some dignity in death, but prevent more fearsome cadavers and abominations roaming the street. By taking down this group wherever you find them in back alleys, under bridgers or preting in gang dens, you get a small exp, inf and prestige bonus, plus a common tech invention salvage drop and a 10% chance at an uncommon one.
Event 10: Rescue the Homeless!
The Vazhilok have rounded up some homeless from the streets, and are marching them back to their sewer surgeries to begin their grim work. Watch out for the Eidolon and save as many as you can before they get lost to the sprawling tunnels and ducts below the city. You get a small exp bonus, an inf and prestige bonus, plus a medium inspiration for rescuing them, with the inf and prestige bonus reducing for however many are lost.
