Missing IO Recipe on the Merit Vendor?

There is a little tab in the bottom right corner that you can turn off recipes you don't have merits for and recipes you don't have materials for (I think it is those two). Just want to double check that tab.

It says "Hide recipes missing ingredients" but in the vendor's case, the ingredients are the merits

Today I went to go purchase the Regen/Recovery Numina IO recipe from the merit vendor and it wasn't listed... only 5 of the 6 recipes for the set were listed. Or does it simply not show recipes you may not have enough merits for? (I think i went with 240 when it costs 250)
