Please allow anyone to exchange inf to prestige in an SG. Currently, only people allowed to modify the base can exchange influence for prestige. Why does someone need base editing permission to buy prestige?

Here's a simple suggestion.
Please allow anyone to exchange inf to prestige in an SG. Currently, only people allowed to modify the base can exchange influence for prestige. Why does someone need base editing permission to buy prestige?
