No, it's by design.
You can use Ouroboros to do the Ouroboros tutorial again.

Really? I thought about that, but didn't see how I could repeat Ouroboros. I'll take another look. Thanks for the info.
IIRC, you need to be 50 to be able to do it, since the arc scales from 25-50 (or, join someone else's team doing it... for either the original, or the Oz version).

Are the enemies you fight in AE missions supposed to count toward earning a defeat badge? I would like to get the Contaminated badge for one of my toons and he's already done the Ouroboros tutorial, so I can't go that route and I see that there are some AE missions with Contaminated as the enemy group. However, when I ran one, it didn't count the defeats against the badge. I wasn't sure if that was by design or if it's something I should report.
