Is test server under some sort of load test ?

The test server this afternoon is acting laggy, but not so much for motion. Things like talking to contacts, getting rewards, going up elevators -- those all take significantly more time than usual. So I'm wondering if there is some sort of load test going on. Are other folks noticing this?

The test server is a less powerful system than the Live servers are. What a medium size server would call an average load for peak times, the Test Server would call "OMG IT'S FREEDOM AT 3PM EST ON DOUBLE XP WEEKEND SOMEBODY PLEASE LOCK ME BEFORE MORE LOG IN!!!".

I can't login to the test server :/ Error message of:

"The game client was unable to connect to the login server. This may be due to a local network issue such as a firewall block, or may be because the login server is down for maintenance. Please check your network settings and try again, or check http://www.cityofheroes.com/servers/index.html for current server status."

I'm getting the same error, and according to the server status page, the TR is Unknown... so it's likely down.
