Most people are then told not to do that. However, if you're looking at IO builds, a lot of the individual enhancements have less value than an SO, which means that it takes more enhancements to reach the ED thresholds. Remember, ED functions off of the total percentage of enhancement, not the number of enhancements. No more than 3 of the same type is a rule for SOs and other enhancements over a greater value.

Yes, it is possible, but it takes significant monetary input to get. Several IO sets give you a global recharge bonus. The downside is, that by the time you get Perma-Hasten, you've given yourself more recharge than Hasten gives you anyways, so you might not even need it anymore.
Not gonna handle the PVP stuff, and will leave that for others.

Though ED has not changed, the usage of IO sets allows one to bypass it somewhat. See Inventions Laboratory or check your AT forum for more info on builds using these new enhancements.

Another product of Inventions, several IO sets and uniques give global recharge bonuses (such as LoTG 7.5%). With enough of these bonuses stacked up you can now achieve perma Haste once more.

4) I also like to theme characters. A Bots/FF MM just "fits" perfectly to me. I do like pvp viability though. Does FF do decent in pvp (let's assume I am dueling somebody)? I heard PFF was nerfed really bad which kind of worries me about the pvp capabilities of a Bots/FF MM.
5) What are the pvp effects of Taunt, Confuse, and Fear? I only seem to find the pve capabilities of them.

I don't PvP anymore (I was just getting into it) since the nerf to Teleport (travel suppression on Teleport is total and suppression is triggered by any action as well as being struck by anything, including PvE enemies). I am unsure as to the PvP questions for this reason. I'm sure someone else will be able to answer you though.

It depends on the type of enhancement you're talking about. There are four schedules of enhancements.
However, the ParagonWiki explains it a lot better than I could.

Thanks for that link. I did mean 95% on the more "standard" enhancements, not 100%. ED hasn't changed it looks like since I used to play.
A great resource is Mids Hero Designer. It will show the ED rolloff.
As to your character prefs, my Ice/Stone tank is incredible and thanks to IOs he is softcapped against the most common damage types, and thus does quite well. Bots/FF is a classic MM combo and is very strong at all levels.
As to PvP viability, you should direct those questions to the PVP forum.

No, it hasn't. The basic mechanics behind it have remained the same since it went it. IOs just tend to mess with it a little, and the set bonuses are not taken into account when you look at the ED "caps."
For instance, let's say that you've slotted a power with 3 even-level SOs for Damage. That gives you about 96% Damage Enhancement. If you have a set bonus that gives you a 3% damage bonus, your power now does an extra 99% damage, because the set bonus just adds to the damage bonus from your enhancements.
That make sense?

IOs and set bonuses can do all sorts of funky things. (If you ever hear of a "Perma-dom," well, that's one example. Actually, almost any Perma-anything - expect to see a moderate to heavy IO build.)
I am glad the set bonus are at least additive and not multiplicative.
Also, it's helpful to know that to get Hasten perma, you actually have to have more +recharge set bonuses than Hasten itself gives. It's important to keep things in perspective: you'll already have perma-Hasten, and you'll never actually have to take Hasten itself.
Having said that, as you have seen, people do it.

Does Hasten not stack with the set bonuses for even more goodness?
I want SS anyway, and having two slots used for Hasten isnt too bad.

The point that Dumple and me were trying to make is that if you get enough set bonuses to get perma-hasten, you've got enough set bonuses to have the same effect as Hasten already.
Basically, by trying to get perma-hasten, you must first get perma-hasten.

Yeah. There's nothing like having +100% recharge and casually kicking it up to +170% recharge, permanently.
At least I imagine there's nothing like it. I hit capped recharge once during a 2XP when my high-recharge blaster received both Speed Boost and Adrenaline Boost. It was very nice, thank you.
I've never been able to,with a straight face, say "I'm going to spend 400 million inf on this build." I started out with 10-million-inf builds because anything more felt wasteful... I'm over that. Mostly.

Quick Background: I quit about one year after the launch of the game. I did reactivate one time during Issue 6 for a month, so I am familiar with Enhancement Diversification (ED).
