That said I barely want 1 ai npc on my side.... much less 2-6 more...... And how would xp be handled? And map loading? There is a whole bunch of problems....
and overall it is just easier to join your servers chat room-bar-thingie. If you use that you should have no trouble finding a team. You may also want to consider doing that and moving to freedum or catgi.... virtue.
You can create this situation for yourself in the mission architect.
Have rescues front loaded in the mission, set to the 'sinlge' Walk up and pick up your team mates.
They do however reduce your XP inf etc.

I'm not particularly impressed by the NPCs in GW (or, honestly, in GW itself.) And here? Two names. "Fusionette" and "Lady Jane." Get on a mission and have them run wild... and soon you won't have a team with them. But you will have PLENTY of aggro.
I'd be surprised if this suggestion hasn't been made, but I am not quite sure how to do an effective search for it in the archives.
I've just come back to CoH after a couple of years away during which I mainly played Guild Wars (GW) and tried a few other free MMOs. One of the features I really like about GW is the availability of game provided team members called heroes and henchmen. Heroes are gained slowly as one progresses and can be customized, while henchmen of an appropriate level are always available, but not customizable. This makes it possible to play in a team without having to find a compatible team of live players.
There are several considerations. Who hasn't accepted a team invitation and found a bunch of jerks and promptly went looking for another team! It would be nice to have a fallback when good teams aren't to be found. The availability of computer heroes would surely mean fewer teams of live players, but also would mean that not only can a person play alone and still have some support - for example, better chance for a healer to play alone by having a computer damage dealer - but the same goes for being able to play with just one or two others and still fill out at eam with computer heroes. I read one post complaining that I14 has resulted in very few non-AE or non-farming teams. This would provide a way to have a team for doing traditional missions even if no live-player traditional teams are available. I ersonally have no interest in AE or farming. I came back to CoH because of what it was for the first two years I played it.
I'm sure this would require a major development effort, but since the AI is already in place for villains, it would seem to be a good starting point.
The catch phrase in GW is "You never fight alone" - not a bad thing - and that's how they do it.
