I never noticed, good catch 
yeah, I noticed when I first saw the badge art for the bugged Romulus kill badge.
wow, 2 nova form kledians! Good Catch!
That's actually the same as the Cimerorian flag... check out the border of the "good" part right before the bridge: same sign.
