I'm not sure if this is what you're asking for but in the AE when you make a custom group, you can choose from in game mobs. If you choose crey you can choose a random boss, a different boss will appear each time the game needs to generate a boss. Crey Protectors have a wide variety of powers and until they attack you have no idea what flavor of Protector they are.

Agent G gives you an Archnos disquise with I think an hour duration (real time) that allows you to avoid those large hazard zone sized spawns.

a. Sleep a mob
b. Use powersink without waking up the mob. Powersink doesn't interrupt sleep so you can drain half their endurance without waking them
c. Use Short Circuit to drain the rest of their endurance and wake them up, as long as SC hits they should be drained.
d. Well you need to figure out how to arrest the mob.
Elec/Elec is a great combo, its an amazing toolbox of powers. I just noticed you had a few powers in your build that you could leverage to get what I guess your objective is, sapped then arrested mobs.
I think you need to look into dropping the Fighting Pool and picking up Telsa Cage, Shocking Grasp and Maneuvers. How come you don't plan on taking the holds? -
I was hoping the Devs would've boosted/changed Electric Haze or whatever the name of that 4th tier cone is. I had it as a defender years ago and hated it, rolled a Rad blaster and hated the fact that cone hadn't been changed.
It's got this wacky animation, and the percentage for knockback is so low it should just be removed. -
Aren't Purple sets unique? You have 10 powers that can take purples, but some of those must be doubling up on the same purple set.

Find the Powers tab, its right next to the enhancement and inspiration tabs. When you pull it up you'll find Hover and the flight pool listed in the right most column, all the way at the bottom.

/bind mbutton "powexecname hover$$powexecname fly"
that will switch you from fly to hover and back by clicking your mouse wheel. I like to bind my travel powers to the mouse say I can control speed and movement with one hand.
/bind numpadenter "powexecname hover"
that sets the enter key on my number pad to toggle on or off hover. I can reach that key easily with the thumb on my mouse hand if I want to drop down to ground level. -
All those powers that you can slot with LoTG can be slotted with 5 Red Fortunes for 5% bonuses.
5 slotting Taser will get you 6.25% [Stupefy]
4 slotting Smoke Bomb will get you 5% [Dark Watcher I think]
6 slotting Trip Mine and Time Bomb will get you 7.5% [Kinetic Crash]
4 slotting Gun Drone will grant 6.25% [one of the Intensive Recharge Pets set]
Couple of places in Fire you could slot Positrons as well, RoF and Fire Breath -

If you fear going into melee and dying start kitting(sp) run by a mob and hit the attack button as you jump past them. As an /em you have an amazing amount of damage potential in your fists. Don't be afraid to utilize it.

Here's my problem with dreadful wail: As I have it, against +1 con minions and lieuts, when I use it more than half live. Then I die. Pulling it down to three slots, can I keep enough damage and accuracy in it to make it at all viable? Right now I use aim, buildup, wail, and I'm dead 2 seconds later a little more than half the time. Weakening the power seems like it is bringing it to the point of just skippable.
Just a quick question on your nuke usage, are you standing directly in the mob or are you standing directly next to the mob. If you're just standing next too the mob you'll KB the mob all in the same direction, at that time you should be jumping backwards. AT the apex of your jump use a ranged attack or mez. Jumping can help mitigate the drawbacks of those long Sonic roots.

6 slot your single target ranged attacks with Thunderstrike.
Your only blap isn't even slotted for damage, 5 slot it with crushing impacts.
Health is over slotted, I would suggest just filliing the default slot with a heatlh IO.
Stamina looks like it has an extra slot as well.
Superspeed if you're gonna three slot it should have the winter's gift unique and 2 pieces of zepyhrs for the ranged defense bonus.
CJ and Super jump should have 2 slots each for a pair of zephyrs, you can three slot these travel powers for a nice AOE defense bonus but that gets expensive fast. I'd put the Knockback protection in CJ and just have two slots in both of these powers.
My opion is there is an extra slot in your sleep, an extra slot in howl and a few extra slots in Dreadful Wail. Get a hold of a fifth piece of Positrons for howl. Use the slot in your sleep for the heal proc somewhere else.
Move those 2 slots into BU, 5 slot with Adjusted Targeting. I personally would pull 3 slots from your nuke and put those slots in Aim. Slot with Adjusted Targeting.
Acrobatics is going to be somewhat redundent with the Zepyr's KB unique. Manuvers is nice, so is the ranged stun in primary. If you can find the slots to fully slot the stun with Stupefys I would say go that way. If you are short on slots Manuvers def would stack nicely with the ranged defense you've built up.
You have 5 slots in that hold, Basilks Gaze, a hold IO set will give you a big 7.5% recharge bonuses for only 4 slots. Lockdown grants a 3.75% ranged Defense and a big AOE defense bonus for 6 slotting it. Also that hold can be slotted with Thunderstrikes.
These are just ideas and suggestions. The suggestions up to the slotting of BU and AIM will grant you over 20% to range def and 21% to your recharge. Most of my suggestions are Pool A recipes so they aren't gonna break your pocket book.

If you're a stone troller look at all those great powers listed in this tread you could combine with quicksand.

6 slotting Thunderstirke instead of TrapotHunter in Electric Fence will give you more ranged defense, not a lot but more.
Look into dropping the fighting pool. 6 slotting Manuvers is gonna get you in the same ballpark defense wise as 6 slotting weave, and it doesn't cost 3 power picks. I see you're using tough for the res/def unique and your knockback protection. If you consider picking up Charged Brawl or Air Superitoy over boxing you still have a place to slot that Kinetic Combat, and if you pick up Combat Jumping you could two slot it with Zepyhrs for more Ranged Defense. Adding a third slot to CJ would give you a place to slot KB protection.
Those slots you have in Brawl, what if they weren't there. What if you slotted that set of Kinetic Combats into Shocking Grasp? The 3.75% from the lockdown is better then the 3.13% you get from my CJ suggestion, but it looks like it would free up enough slots to 6 slot Gausians in either Aim or BU, giving you a small boost to Ranged and a little boost to S/L.
I'd like to suggest the Elec Epic Pool over Cold but you want the Cold Epic Armour for the S/L defense. Super Cool, I'd just suggest Snow Storm over the Sleep and Hibernoob over Stealth. Hibernoob gives really really good defense to all when you're using it. Drop the Red Fortune from the Armour, slot the Res/Def Unique and then frankkenslot some Def/End IOs form random IO sets. Place an extra slot in CJ and Hover and slot a level 50 defense IO.
I see you have Zapp 6 slotted, well Zapps cool, I have zapp on my Elec/elec. I just think Thunder Stike is a better power to have then Zapp. Now you can't slot Zapp with Thunder Strike but you can slot Thunder Strike with 3 Erads for a minor Ranged Def boost.
Oh well just some ideas I'm throwin out there.

6 slot snap, aimed, blazing arrow and Char with thunderstrike, thats almost 16% ranged defense.
6 slotting Stunning Shot with Stupefy will grant you anther 3.13% ranged def.
Manuvers will grant 2.5% to all, I'd recommend dropping tactics. I feel you would get better use out of that Gaussian's Proc in Aim or Build Up.
The two sets of Zephyrs you already have are granting 6.26% ranged def combined, throw a steadfast res/def unique into fire shield and you are roughly at 32ish +ranged def.
Combat Jumping could be 2 slotted with Zephyrs, for anther 3.13%, if you could find something you felt comfortable dropping.
This gets you in the neighborhood of 35%, if your trying to get higher you could slot aim or BU with a full set of Guassians for 2.5% percent to all. Both stun in your secodary and RotP can be six slotted with stupify for more 3.13% bonuses. I'm not positive you got enough slots to go around for that though.
Mako's could go into your melee attacks, just remember you can only slot a particular bonus 5 times. If you go with 3 sets of Zephyr's and a set of Stupefy you can only slot one set of Mako's for the ranged defense bonus. A second set of Mako's wouldn't grant the 3.13 ranged def.
I think you have a 6.25% recharged bonus going to waste right now in your build. Decimation ,Posi and Entropic are all 6.25% IRC, and I'm counting 6 of them in your build right now. -

You're slotting your ranged attacks for recharge and your blaps for defense, you should slot your ranged attacks with Thunderstrikes and your blaps with Crushing Impacts, much cheaper and you'll get better set bonuses.
I'd also drop the fighting pool and just grab manuvers sometime around when you would be picking up kick. The +def bonus you get from weave over maneuvers isn't worth the expense of 3 power picks. You are grabbing an epic armour, just wait until lvl 44 to slot the Res/Def unique.
For my blasters, be they blappers or rangers, slotting for ranged defense, +movement and recharge is my perfered way of investing in IOs. Even blapping the majority of damage coming my way is ranged. Two slotting your travel power choices with Zephyrs will grant 6.25ish +ranged defense. 6 slotting your two single target blasts and your immobilize with Thunderstirkes will grant just shy of 12% to +ranged defense and 12% to run and jump.
Aim, buildup could be 5 slotted with Adjuested Targeting and Charged Brawl and Shocking Grasp could be 5 slotted Crushing Impact. Thats +20% to recharge. I only bother 6 slotting Gaussian if I'm trying to get melee or AOE defense.
Also I want to point out that my slotting suggestions only involve pool As and Bs, so under normal markets conditions there isn't much time spent at the market to achieve these slotting goals. Chasing the Kinetic Combats and Decimitions that are pool C and D can be a hassle.
Talking about chasing IOs, that Impeded Swiftness proc has got to be the rarest IO in the game right now. Considering how hard it is to get ahold of one I would recommend using merits to get that recipe. 200+ merits is a large number of merits for a large percentage of the people who would like to slot this proc, but looking at the number of them on the market and the level range and pool that recipe drops from the merit vendor is the best place to get that proc.
