It's far too late to make such a drastic change - but I think you could probably make something like this work, from a balance perspective, if you set it up properly. For instance - every ranged attack you take lowers your max hp. Every defense power you take reduces your ranged damage modifier. Set ceilings and floors for all numbers so you couldn't complete gimp your character. I think you'd still have the issue of creating a game where support toons/powers were unnecessary, and thus unplayed. (Which in turn effectively limits the content options for the developers.)

I'm not sure I know what you are asking, because to me it looks as though they did. You can play hero AT's redside and villan AT's blueside. How much more could they proliferate them?

Firstly - you aren't justifying the suggestion here. You're putting out world PVP as an inherent good - and I don't think that is self evident. Secondly - for those that want this - why not just level up in the zones? Perhaps the better suggestion would be to add at least radio/paper missions in the PvP zones.
I like world PvP in games were the design makes sense. CoX is not one of those games.
Initially - there is the issue of how the powers operate PvE verses how they operate PvP. If you flag for PvP in a PvE zone - what rules do you use? Would you be subject to DR and TS there too? I think you'd have to be. You can't have different rules for PvP based on what zone you are in.
Next - world PvP works in games where you level up in the world. It adds excitement as you train to gain XP, trying to avoid getting ganked, or alternatively - laying in wait preparing to strike. Most of levelling in CoX is done in instances - so the whole "keeping on your toes" thing is not really a factor. Basically - world PvP would affect people who flag at WW/BM, those afk, those respec at the NPC, flagged RPers in zones and those flagged writing AE missions. Most of those situations would have the player being a sitting duck, and likely unflagged.
So then? What is the justification to make this change? How is the game improved where the benefit for the playerbase would outweight the cost of the resources to develop it? As most of the playerbase seemingly has no interest in PvP (in this game,) the resource cost would have to be next to nothing and even then, there is still the unanswered question of how this benefits the game before this suggestion can be taken seriously. -

I don't understand the feeling that people with EATS are somehow being short changed here. How is this change actually harming anyone with a 50 currently? It's not a zero-sum thing, where every time a newb dings 20, some vet loses their WS or Fort. -

I think it is a cool idea. I'm not sure the return is worth the investment overall at this late date - but it would be definitely cool. If they ever launch a sequal or do a major engine rewrite - it ought to be added in.

I like the second one the best, but I think the first one works best as an event. (The second doesn't allow enough folks to participate for an "event" imo, and 3 would be a pain to verify/could cause more hassle that it would be worth.)

What I really need are some cheap build examples and tips. I've read Heraclea's (always makes great posts) "Live Through This" from the Brute Guide and I just don't understand the build when I look at the "Totals for Self".
I think you'll be able to afford everything you want here and not too eventually if you get a few lucky valuable drops/devise and stick to a strategy for making inf. -

What was your planned attack chain? Maybe swapping out shadow maul or touch of fear for shadow punch could clean it up a bit? -

I don't see the player benefit outweighting the dev time spent on this idea. It seems like a solution in search of a problem really, as I don't see the need or even the benefit overall to the player base.

It may have been sincerely proposed, but with the reception received, I think going the troll route is probably the best plan for the OP at this point.

As mentioned above - it will grant either the magic or science booster - and it will also included a month of game play - so at the very worst, you'd be out around 5 (assuming you already have both of those boosters.)
