Not much, I expect.
Long ago, I surpassed being able to contain all my alts on just a few servers.
I have SGs/VGs on each side of every server.
If any particular alt is especially important on the server/Side that they are on, . . .
I obviously will not take that alt Rogue.
There will be a few that may be hard to decide...
But the answer is pretty obvious to me.

They're only fair if you're a veteran. If you're a veteran, they're immensely fair. For everyone else, the continued addition of new rewards is inherently unfair - the system is weighted towards the veteran's.

OK... I finally see your major logic error.
You see, Here is the thing . . .
You are excluding yourself, and the majority of players from a class they belong to.
YOU . . . . . . . . . . are a veteran!
Players for 60 months? . . . Veterans!
People who started 4 weeks ago? . . . Veterans!
We are all veterans, of different lengths of game experience.
WE ARE ALL VETERANS!
Divide the number of months we have been veterans of the game by 3 ?
THAT is the number of VRs that veterans with your Length of Service, have earned.
And, since we are ALL vets, that means that we are ALL treated equally with VRs!
In the next 3 months EACH of us will get ONE set of VRs.
In the next 6 months EACH of us will get TWO set of VRs.
In the next 12 months EACH of us will get four set of VRs.
and so on.
And each VR we receive will be the SAME as the VRs received by every other vet, when they reach the same Length of Service as we do.
We are all veterans, and all treated the same. in the VR category.
WE ARE ALL VETERANS...
with different Lengths-of-Service,
and perfectly proportional percentage of VRs.
Do NOT strip yourself, or your fellow players of their veteran status.

You are trying to say that going for 28 months without getting and being able to use your VRs during all that time.... IS EQUAL to getting and being able to use your VRs every 3 months as new people can?

volunteer to go the next 28 months without getting your next 9 VRs, until the 28th month and THEN you get your 9 VRs all at once, at the end.

I would say you must have started this AFTER the bug was fixed.
You see, the initial bug was that the trigger to start destroying the capsule began as soon as you stepped into the mission.
If you had a friend or team with you, and waited for someone to zone in to the mission, you lost.. The capsule was destroyed while you waited at the door.
If you stopped to fight ANY enemies instead of racing immediately to the capsule, you lost. Capsule destroyed.
Even if you did immediately race to it, it was still iffy on saving it.
It didn't stay that way long. But I wanted MY cape right away, and went through several attempts (and finally won) while the bug was in place.
The biggest problem was just figuring out that the timer sprang right away, and you had to race to the end.

Well, The system may have been unfair, but actually unfair to the oldest veterans.
They payed and played this game for OVER TWO YEARS, without ANY VRs.
So if a few people never get the highest VRs when CoX finally goes Boom?
Oh well, that is sort of counterbalance for those two years.
We went 2 years without VRs, and we had fun.
The game is even better now, and we still play it to have fun.
If you enjoy it, keep playing. If you don't, then quit.
CoX is just plain fun, on it's own merit.
But as long as you keep playing, you will keep on getting 1 fluffy VR every 3 months, like clockwork.

VRs are fun to get. And they may have kept me from taking a few months of vacation from the game here and there.
But they ARE just nice fluffy perks.
VRs, or lack of VRs, would NOT cause me to quit playing.
They are just nice little extras that EVERY player gets, once every 3 months.

But. It is NOT unfair.
Every player no matter whether they are 6 month veterans or 60 month veterans, WILL receive a fair share of VRs.
In 12 months of play, they will receive 4 sets of VRs.
Exactly, purposely, FAIR!
Thus the VR system works perfectly for its purpose.
They are there, to entice players to keep paying and playing.
They are there, to entice people not to take random time out of keeping their account active.
EVERY PLAYER GETS THE SAME REWARD!
3 months of play? 1 set of VRs.
Perfectly fair.
Any changes to this system WOULD be unfair.
No one gets any VR before they earn it.
No one gets more VRs than others, for the same amount of time

I liked most of your points. But You really didn't take this one quite far enough.
The REAL Bottom line is that EVERY player, in X amount of months will receive the same number (call it Y) of sets of VRs, right on schedule.
Perfectly equal. perfectly fair. No one gets more of them for the same amount of time paid and waited out.
It ends up being the only perfectly fair reward system in the game, because of the reason for their existence.
The real purpose of VRs is to entice players to keep paying and playing.
Every player knows that in less than 3 months, there is another little perk waiting for them, if they stay.
...And if they quit, or take a break from their subscription, then they will delay, or totally give up these little perks that are in their near future. and it will also delay any VRs that they REALLY want down the line, by however many months they take off. <ul type="square">[*]Allowing people to buy them early without earning them with their time, Defeats the Purpose of VRs.[*]Or Allowing people to cherry-pick the VRs they like best, out of order, Defeats the Purpose of VRs.[*]Everyone earns them the same way, at the same rate, in the same order as everyone else in the game. as long as they keep paying, and wait for it.
No other reward in the game that is fairer.

Invite one high end veteran either permanantly, OR temporarily.
I have several friends who have gone in and decorated someone's base for them!
Then you can move the items wherever you want.

I know they didn't give a list of [u]excluded[u] powers.
So I am still left with a very tentative 'maybe' on the Hasten question.
