Hmm, I didn't think about that. I guess I'm just accustomed to my Claws/Regen's recovery rate at 30. (3-slot Quick Recovery and 3 or 4 Slot Stamina) So something like this then?

Ok, I have a follow up question. One of the hardest things I ever have to do with my characters is choose what order to pick my powers. I got enhancements down pretty well, but I'm never quite sure at what level I should take certain powers. So, here is my preliminary power path. I'm going Body Mastery at first because I'm starting out Blue side. Never had much care for playing a villain, lol. If endurance ends up not being a problem I will work my way Red side for Soul Mastery. Anything I need to change?

I didn't know about buying recipes with alignment merits. I'll have to check how many I have. And posting things at 1 inf is genius! lol. I usually just vendored anything I knew wouldn't sell for much. This games market is so weird sometimes. It's crazy that I can sometimes sell a common salvage for over 100k, then a day later the recent prices are around 1k. But, I have made a ton of money from just buying high level SOs and recipes for 1k or less, and then vendoring them for 10-30 times more. That's how I tend to start up all of my characters finances. That way they can buy TOs, and then DOs, right away. I've also been blowing money on normal IOs as early as possible, just for the early game stat boost. Never done a weekly strike force, definitely have to check that out. And Oro is another part of this game I have no knowledge of, lol. So much to learn. Oh well, off to the wiki. Awesome, thanks for the help guys! I've only been playing this account for 3 months. I had an old account for a few months a long time ago, before IOs. I'm hoping this time I will stay a bit longer lol. I just started looking into IO sets for my level 30 Claws/Regen Scrapper and man are they expensive. I have about 200 mil Inf saved up across all my characters, and making small amounts of money like that isn't to difficult. I will definitely be coming back here for more info once I get high enough with this character to start piecing together sets. My Claws/Regen scrapper was originally a Stalker, but got remade around level 20. Hopefully this one works out better. For now the info you guys have given me will help immensely. I'm making a Dark/Dark stalker and I'm curious about power selection for her. I tried poking around the forums, but didn't find much about it. My highest level character is only level 30 and I don't play that often, so I don't need some crazy max level build. Basically I just want to know what powers, if any, I should avoid and what pool powers to aim for. I'm going to team occasionally, but play mostly solo. Thanks in advance.

But it won't be that bad to wait a couple levels and pick it up at level 30 instead. It's a fairly important power, but not so important that you need it as soon as it's available.
Basically, in Regen the must-have powers are, well, everything except the rez.
Resilience is optional, but I recommend picking it up. If you don't have it yet you can get it later in your build.
Fast Healing is the tier 1 power, so you HAVE to take it.
Reconstruction: your main heal, I choose this one no later than level 8.
Quick Recovery: an endurance recovery power that is actually BETTER than Stamina, take it at level 4.
Dull Pain: your heal/Max HP boost, I take it at the level it's available.
Integration: your mez protection, and it also boosts your passive regeneration, take it AT LEVEL 16!
Instant Healing: turbocharges your regeneration for 2 minutes, it's an awesome power, and should be taken as soon as it's convenient (I take it at 28, but I usually plan my build in order to do so)
Moment of Glory: a power that, when used, will make you almost completely invincible for 15 seconds. Take it at 38 and slot for recharge immediately, can also be slotted with a Luck of the Gambler +7.5% Recharge IO.
On the Claws side, you want everything except either Swipe or Strike (you don't need them both) and Confront (hands down the most skipped power by all scrappers). Some secondaries might want to skip Shockwave, but being Regen, you want it to help you buy time to heal in.
The fitness pool is nice to have, but A) You're playing a set that really doesn't need it, and B) It's going to become inherent in i19 anyway.
As far as pool powers go, I'll list them in order of importance.
Hasten: This is by far the most important pool power for Regen. Your survival depends on your click heals being recharged, and Hasten helps bring them back a lot faster. Take it as early as you can and 3 slot it immediately.
Combat Jumping: Gives you a tiny bit of defense, and boosts your combat mobility. Doesn't need much slotting, so you can take it whenever you have room. Also gives you another place to put a LotG +7.5% Recharge IO (an expensive IO that adds 7.5% recharge to all your powers, not much by itself, but it adds up)
Tough and Weave: Tough gives you some smashing and lethal resistance (which stacks with the resistance that you get from Resilience). If you can fit it in, take it, slot it, run it. The less damage you take, the less you have to heal back, and smashing and lethal are the most common types in the game.
Weave gives you some defense that can be stacked with other sources of defense. It can also slot a LotG +7.5% Recharge, and it should be if you can afford it.
You can take whatever travel power you want, most Regen scrappers I've seen are either Super Speeders, or Super Jumpers, because the prerequisites for those powers are among the important powers for Regen to take.
Your goals with IO set bonus slotting, should be: recharge, recharge, recharge, defense, maybe a little bit of regen, a little max HP, and more recharge. If you have a choice between recharge or regen/max HP, always go with the recharge. The regen/Max HP is nice, but you already get plenty of it by virtue of being Regen, so it shouldn't be a priority (I like slotting for it so I don't need to hit my heals as often, but I only do so when it doesn't cost me recharge or defense)
That should give you a better idea about what you're doing. I'll try to throw you a basic set IO build when I get home from work, if no one beats me to it. And I'll explain WHY I slotted what I did too, so you're not just copying a build without understanding it. (it will also give you some insight into other builds) -
Finally got it fixed. My card had been blocked because it was on multiple master accounts. They removed the block and I'm now back in business.

I thought about a Dominator, she was originally an evil character. But I'm liking blue side right now. And I hadn't actually thought about Illusionist. Might have to try that too. I see this character getting deleted and remade many times, lol. I will say, this is the only thing I miss about Champions Online: Being able to pick what ever powers I want for my character. Mind/Thermal will free up quite a bit to take other pools on a solo build, and you can add more team utility on a second build. There's also Mind/Rad which will help you a great deal - but you'll find yourself wanting to take almost everything.

Ok, so here's the deal. I created a character a long time ago that I've played across multiple games. She is a mutant with psychic/telekinetic powers and very limited healing. I'm trying to find what class/power set combo would do this best for me. I spend most of my time soloing, with very little teaming up. I have an Emp/Psy Defender right now that is very boring to play solo. Is there a character that would work better for me?

To the OP : Also, have you tried Pay-Pal? I think all transactions at NCSoft take that now (except the in-game store, but that's irrelvent for you for a while I would guess.)
Paypal was giving me the same error when I tried to buy the game from the NCsoft store. I assumed it would give me the same error for my subscription. Turns out, it won't. My account is now active and not trial. ^_^ I'm still waiting on support though. I want to know why they won't let me just use my damn card. Thank you all again for the help. -
I've never had my bank stop a recurring payment, so I know that's not it. I did finally find a local store with City of Heroes and bought it there, but it still won't accept my card for my subscription. I'm just going to buy a game time card in a few days and be done with it. I've had 3 NCsoft games on this card in the past: City of Heroes, Lineage 2, and Tabula Rasa. Support got back to me with some useless info and escalated my ticket, we will see how that goes. I'm not going to call them because they don't offer a 1-800 number. I refuse to pay long distance for something like this, lol. I'll post an update after support gets back to me. Maybe I'll have useful info for anyone else that has this problem in the future.

Yeah, same number. I know credit cards give you a new number, but I think debit cards are different. Well, at least mine was. And on a side note: I just tried to log into my brothers old account that the card was on at one point. It says that master account is permanently blocked. Which is weird considering the account was in good standings when we canceled it 2.5 years ago. I think I'm just going to bite the bullet and order the game and game time from amazon. Well, after I hear from NCsoft support. Thank you all for the answers.

Based on the message, it sounds like the credit card you're using has been used with NC before... has it? It's not stolen, right? (okay, that last one is a pretty huge stretch, just thought I'd throw it out there anyways)
I think your best bet is to contact NC directly and try to see what the issue is (or try a different card).
Yes, the card has been used before. However, the old info expired. (It's a visa debit card) I used the card on my brothers City of Heroes account a long time ago, as well as my short lived Tabula Rasa account. I actually started to suspect it might be because it has been used before, but with an old expiration date. (my first debit card expired in 2009, this one is good until 2012) -

I made a trial account for this game, and I like it, so I decided to buy the game. None of my local stores carry it anymore it seems. I don't really have a problem with that though, because I thought I could just buy it online. However, when I try to buy the game from the NCsoft store I get the following message:
"We are not currently accepting charges for your game account from the credit card number you entered. Please contact support@ncsoft.com if you feel that this is in error."
I've e-mailed support about it, just waiting for a response. I'm curious though, has anyone else ever had a problem like this? I'm worried now that even if I find it at a local store, I won't be able to start a subscription. I hate dealing with game time cards.
