No, stopping the exploiters is what caused the problem. The exploiters were not harming anyone in this particular case.

I have a dark/regen brute and it feels like cheating. In my mid 20s and I don't even have end reduction in my attacks yet because I don't need it. Brutes have the advantage with regen given the higher HP base, but I don't think scrapper would be that much worse.

They really need to work on some tech to suppress instead of de-toggle. I'd buy this and the carpet on that day.

Given the number of times she's fought a group to a knockback standstill while I wobbled around stunned for no good reason, I'm not even sure her inability to succeed has much to do with her ability instead of just a mean streak in the writers. Flammy can't even remain on her feet with 3 guys helping her while I solo the other half of the evil tutorial crew.

Are you sure they are both HOs and not a HO and a SHO with the same stats?

That post pretty much sums it up for me - with extra emphasis on simplicity. Almost all costumes could be put on in a hurry without needing assistance.

Personally, I assume they skip 20, as that is the only level before 40 that you can get an IO that is superior to the normal TO/DO/SO available at that level. They wouldn't want to give you anything that was too good. -

Even if it does, why would you care. It's a circle at the end of the range, not a cone, so you're not increasing the AoE as you do with a cone.

It shows that a game can be harder without relying on slow, do-nothing-for-a-while powers. -

You can use anything you've bought.
Does this mean you can use attuned IOs bought with points if you're F2P and haven't bought an IO licence ? -

The conspiracy theory side of my brain is working overtime now and I'm wondering if the free points for VIPs might exist primarily to break the direct link between points and money in order to avoid laws like this and have very little to do with rewarding VIPs. -

Yes, it's sort of a goofy approach, but I can at least see where the idea comes from.
I suppose they could simply share that equation, but I suspect they don't want to because it would give too close of in-game market<->real money value conversion idea.

I would quit a LAM that didn't close the portals. I don't enjoy starting at an inert body lying on the screen for 10 minutes and pretending I'm playing a game.
