Quills has 2 acc/dam HamiOs, Impeded Swiftness, Scirocco, Eradication and Obliteration procs. Death Shroud has 2 acc/dam HamiOs, Scirocco, Eradication, Obliteration and Armageddon procs.
My original plan was to have a Fury of the Gladiator proc instead of one Scirocco but it ended up falling by the wayside when I started playing/creatings alts. -
I usually use T4 Reactive Radial but had T4 Spectral Radial slotted during that skirmish. Quills and Death Shroud has 4 procs each and Cloak of Fear has 2. Cloud Senses (NE damage) and Glimpse of the Abyss (Psi damage).

I enjoy adding procs to damage auras. Usually slot 2-3 acc/dam HamiOs and 3-4 procs. The following is a copy and paste of my Damage Inflicted screen of my Spines/DA scrapper in a +2/x8 AE mission. He has 10 damage procs spread between 3 auras. I edited all the "Notion Scout looks fearful as your Cloak of Fear takes hold," and, "Notion Scout reels as your Oppressive Gloom overwhelms them," just to make the post shorter. All the proc damage are marked with the word "bonus" in the line and a smiley face. Everything listed below happened within 2 seconds, the end to the start of an Oppressive Gloom cycle. Of course it only looks like this every 10 seconds but always manages to put a grin on my face when I do see it:

I will join this Wednesday the 28th. Created a character names Bennywise, Necro/Dark. And yes, he is a clown zombie.

I would choose depending on what character you are. If you need the defense, go Radial; If you can incarnate softcap yourself easily without the Radial effect, go Core.
One bad thing about Vorpal is it can be tricky to use while flying without repositioning yourself. The attack launches straight in the direction your character is facing. So if you're flying high, have your camera view pointed down at a group of enemies and activate Vorpal, the power will shoot forward on an imaginary horizontal plain rather than at a downward angle. Sometimes missing the entire group or only hitting some at the far outer edge of the group (Due to the huge cone).
I even tried flying 90 degrees above a group, targeted a critter in the center and hit follow. My character went into a divebomb pose and I hit Vorpal and missed the entire spawn. Your guess is as good as mine as to which direction my attack went. -

I took it with my Assault Rifle blaster to fit with my cone like approach to battles (Full Auto and such) and it works great! What I didn't expect but was pleasantly surprised with is Cryonic does critical damage quite a bit. Hard to ignore critical damage.... but anyway Ion IS good. Yep that's true... would I prefer it over Cryonic on my Assualt Rifle?.. no. Cryonic is exactly what I wanted for that blaster.
Edit: Oh and if you want holds you can do that too with Cryonic Radial Final. -
Slot Force Feedback procs into Thunder Strike and Lightning Clap to help Lightning Rod and Shield Charge recharge more quickly. The knock up effects in those powers are important on an EM/SD build. If surrounding enemies are on their backs more often then standing, that is fewer incoming attacks on you.
Direct your ST attacks on a boss at all times. Farms get rough when minions and lieutenants get wiped out and all you have left are bosses.
I recommend dropping the Musculature alpha for Cardiac and changing the Body Mastery pool for Blaze or Mu. Being able to launch a Fire Ball or Ball Lightning every 12 seconds would more than make up for the extra damage Musculature would produce in other powers.
Get your incarnate powers as they make a world of difference. I recommend T4 in the following: Cardiac Core, any Judgement Radial (Maybe Void Radial for the -50% to damage for 30 secs but I have never tried it), Reactive/Degenerative Interface Radial, Rebirth Destiny Radial and Seers/Carnival/Vanguard Lore Radial. -
Here's my current StJ/SR stalker build. T4'd out with Musculature Radial, Vorpal Core, Reactive Radial, Vanguard Core and Rebirth Radial. Planning a respec to get Assault and to drop the Medicine pool. Going to pick up Recall Friend but not sure what to take with the extra power pick. Maybe Elude to help counter any DDR since I am only at 84%.
Currently using SB-HB-IS-SB-HB-CU when outside of Hide for my attack chain. I substitue the last HB with Placate or Build Up when they are up.

Click the View Active Sets button on Mids'. It will open the Active Sets/Bonuses window. Under Effect Breakdown, it indicates if you are cap (Highlighted in red) in any of the IO set bonuses. You can scroll down to see what you are over the cap on. -
That reminds me of the first time I tried to solo a door in a BAF with my Thugs/Time MM. I felt pretty confident I could handle it. Planted myself right in front of the door to slow them down with Time's Juncture and Distortion Field. When the first group of escapees emerged, I used Gang War. They were instantly confused and beat me down to a hair of life before I managed to run away. Their accuracy is surprisingly awesome since I was incarnate softcap at 59% to S/L. Damn backstabbing pets, epic fail.

I can't really do math for beans but if I understand the mechanics correctly if you have 32.5% you will be roughly getting hit one in four times, if you have 50% resists to all damage types present in that attack you will only take have half of any damage that manages to get past that defense.. Does that mean its as effective as having 43% defense (where you would be hit only 1 in 8 times)? -
Can we still collect up to 3 Snow Beasts? I bought one with Candy Canes and have been opening presents for 30 mins in Nerva Archipelago to get the final 2 without any luck.

The extra Numina IO (heal/end/rech) in FH is only providing 0.29 hp/sec regeneration (I put it in Indomitable Will for the accuracy bonus). Slotting it in Health instead and adding a Regenerative Tissue proc would add a 1.67 hp/sec regen.
The stalker changes will work out well with WP. With accolades, your build is close to 1900 hitpoints (Currently capped at 1606). Capping to 2006 hp shouldn't be too hard when i22 is released. -

Thinking of going Rularuu Radial for the pbaoe +dmg the brute gives and then for Destiny I'm thinking ageless core thanks my current feel about the end management of the toon.
Any adds or other ideas for my build?
-Dropped Slash for Strength of Will. Added a Steadfast Protection to SoW.
-Slots added to AS, Disembowel and Hack.
-IO's changed in Slice and Headsplitter for more E/N def.
-Moved a slot from Fast Healing to Indomitable Will. The healing bonus from Numina does not help regen or Reconstruction as it has a damage res buff portion to the power.
Attack chain outside of Hide would be Parry-Headsplitter-Parry-Hack-Disembowel-repeat.
The last I heard, Vigor is broken. The healing portion was not working with all healing/regen powers. Not sure if it has been fixed yet. Some players have said good things about Degenerative Interface but I haven't tried it. Ageless might not be the best choice. If Vigor can fix end issues, the recharge portion of Ageless is only really needed for Reconstruction, BU and Placate.
The build will have endurance problems until incarnates are picked up. You might want to roll with something else until that time.

It all depends on what you plan to farm. Is it a door/AE mish? Will you just stick to one mish or have several different types? Will there be any DDR in the farm mish? What type of farm is it, S/L? Will it be a single room with ambushes or a herding style mission? What difficulty do you play at, +2/x8/y/n? Do you solo or have veng-bait?
If it's a S/L mish without any DDR, I would not bother slotting Active Defense and would not take Grant Cover. I would not slot True Grit for damage resistance, just for hit points. If it's a single room, I would skip travel powers. For the best success, use all the extras available to you. Inspiration, accolades, incarnates.
Here is a build I would make, it's similar to my Brute who can plow through +4/x8/y/n S/L AE farms. It's made to run with Cardiac Core. I recommend Reactive/Degenerative Radial, Rebirth Radial, a Lore Radial that adds dam buffs and any Judgement.

Made a few alterations to your build:
-Removed slot from Combat Jump and placed in Health. You get more hitpoints/regen from a 3 slotted Numina than a 3 slotted LotG while only losing 0.04% def.
-Removed a slot from Phalanx Fighting and placed in Active Defense. PF is unenhanceable, the extra slot does nothing except add 10% regen in which you were over the rule of 5.
-Swapped Kismet and LotG in PH and Grant Cover. Kismet needs to be in an active power for you to get the +acc bonus, PH is an auto power. LotG +rech will always be active whether GC is on or off.
-Removed the Spring Attack for Build Up and slotted with a Gaussian set. SA is garbage imho. You would probably get more damage from a BU'd Shield Charge and Whirling Axe than an IO'd SA.
-Changed the IOs in Chop as a couple set bonuses were over the rule of 5.
-Changed the IOs in True Grit for more hp/regen as the build was well over the 45% AoE softcap.
-Slot remove from Weave and placed in Hasten. Over the rule of 5 for +9% acc.
I am not sure what the top attack chain for Battle Axe is but I would make more changes to get the recharge and endurance to run it. Make sure to get your +hp/end accolades. They're always top priority on most of my melee characters.

Here's a build with 32.5% in S/L/F/C/E/N, small purp to softcap. There's not a lot of F/C damage in late game but nice to have if you exemplar often. The attack chain would start with BU-AS, followed by CS-BU-SB-BB-QS-SB-repeat. Every single attack should have BU active which should be able to cover the lack of +tohit/acc bonuses. I recommend T4 Musculature Radial to go with the build.

You can incarnate cap yourself half the time. Consider dropping Grounded as Energy resist is already capped at 75%. The extra power pick and 3 slots is just giving NE 12% extra resist.So my stalker is seriously close to being deleted, I'm just not really enjoying it. It also doesnt help that I can decide on what to do with the build. I think I've narrowed down. I'm dont think I'm going to stick the PVP IOs in there, but I wanted to see the build with them just in case. Also the Kin Combats have been +3'd with the IO boosters. I was trying to find a way to save on slots. If I dont eventually enjoy it, its going to get banished to an unplayed server, lol.
While looking at your build, ElA reminds me of Dark Armor. I felt DA was hard to build for and I contemplated deleting my Spines/DA scrapper. I stuck with it and it became my favorite character, highly survivable to most content.
I rearranged your build a bit to get about 33% in S/L/E/N with some slots to spare. If you add the Mako quads to your attacks, the buff percentages will be better than most lvl 50 IO sets.

On my StJ/SR/WM stalker, all jacket options regardless of what type or color I choose turns out white.

I think having little or no AoE is fine during a Lambda. The hardest part would be if we let the IDF accumulate for the extra Astral Merit before the Marauder battle. As we get Judgement powers, that portion will get a lot easier. Other than that, street/courtyard sweeping, turrets, warehouse/lab phases and fighting Marauder will be a snap.

Formed a couple Sutter TFs and SSA2, breezed through all of them. Invited a few new stalkers to the channel. C'lypso, Tuetoni and What TFL. Welcome them aboard if you catch them online.
Hit 50, fully IO'd, got the Freedom Phalanx and Portal Jockey accolades, T3 Musculature. Incarnate trials doesn't seem to run rampant on Exalted. Getting the rest of the incarnate powers is going to be a slooooow climb.
Let's aim to be level 25+ by Wednesday. It will open up Hess, Citadel and Renault to our TF/SF list. Look for me online (Fullthrottle) if you need a hand leveling up and we can run some missions or a TF.
