Yeah well, the Alienware m11x starts at $900 and goes up from there which is a bit over the budget but it could play city of heroes at modest settings.
So, the trade off is, unless you want a 15.6" screen you won't find anything for under $500 that will play CoH acceptably. Even then at $500 short of a "doorbuster" sale its pretty slim pickings. Most likely you will be stuck with a 1366x768 screen and have to use either intel IGP or AMD APU.
Edit: Sorry it seems like I am repeating myself, but it sounds like you either have to modify your requirements or wait until someone makes what you need for the price you are looking for. -
You can certainly have things set to fairly modest levels with no issues, but you would probably need to tone things down for trials or lag locations like Grandville.

Well the problem with netbooks boils down to the atom processor which won't cut the mustard with old Intel IGP + slow processor.
Price/performancewise I would be looking at a low end laptop. With the development of tablets, netbooks are quickly going the way of the dodo.
Laptopwise, the value section all have the 15.6" LCD screens, smaller actually costs more. The AMD APU (Llano) based laptops might be a good value since they offer somewhat better graphics performance than their intel counterparts but due to high demand the AMD based laptops are going to cost slightly more. -

9500 GT with a i5 750? That is like stuffing a 3cyl engine into a sports car. 9500 GT was the cheap low end card from 4 years ago. I think your game settings are a tad bit too optimistic.

If you simply add a FF or Sonic Defender then the whole team is a tank.
I know when I play my sonic or FF the whole team realizes they are "tanks" and then all sense of working as a team goes away and everyone scatters in 7 directions. Then the bubbles wear off and people start dying and demanding a "healer" -

I'm sure people will complain when i22 comes out that their rogue can't get the old DA badges.
All my rogues have the old DA badges.I don't like waiting til the last minute.
I don't like switching sides just for badges, it requires an extra run of tip missions to collect on the SSA AMs. So I keep heroes as heroes, villains as villains and the rogues I have I try to make sure they can get all of the badges they can. -
Yep. incarnate Destiny more than shored up stuff that I don't see a reason to take most of the Tier 9s

Also, the PB changes. Thy got a godmode which gives the AT something they don't have outside of Dwarf (mez protection), caps their resistance, can be made perma and has a soft crash (half your health and end).
I love godmodes but I find the crash is too bothersome. I adore Power Surge on my Brute and I don't mind the crash because when I use it I have skittles to get back on the fight. The SR and Ninjitsu ones I find the crashes more problematic. So here goes:
1) Reduce the end crash. I'm fine with it leaving you with barely any end and hp, but at least leave us with 5-10 end so you don't have to retoggle. By the time we get our godmodes, we have at least 5 toggles, 8-10 in some extreme cases. That is the most painful aspect of it for me.
2) Maybe it would be out of balance, I don't know, just an idea, but making the crash like PB's Light Form would be even nicer because I'd use the powers (Power Surge, Unstoppable) every time they'd be up (I'm not asking for it to be possibly made perma like PB's). Perhaps this is not absurd to ask since PBs (and WSs) can have theirs perma and still no crash/half a crash and PBs get mez protection, something they don't have in human form.
3) The defensive powers I find more problematic. Except for Overload's +HP, they don't offer much to most toons (when you get the power you'll likely be at more than 30% def to all so usually you'll be at 1 little insp from softcapping, or less). The extra recovery is nice, as the defdebuff resistance, but even on SOs it's not a big deal when you can just use purples. And the crash is horrendous. Even if nothing is changed in them, at least change the crash - because besides detoggling you, the Defensive powers' crashes also have a -recovery effect. That is too much - on my Elec Brute I can actually be 'godly' for 3 minutes, crash, eat a blue and use energize (and power sink) and keep on fighting, with Retsu on my /Nin I actually have to eat a ton of blue skittles if I want to return immediately to the fight because I won't be able to recover any endurance for the next 20 seconds.
So well, the peeve I have with them is mostly the detoggling, easily fixed by leaving you with 5 end or whatever. And also how the SR and Ninjitsu ones aren't that helpful because giving a ton of defense to sets that can reach 35-45% on SOs is much less effective than maxing out resistance to almost everything on an Invul or ELA toon - also the recovery debuff is unnecessary on the defensive ones.
I'm not a fan of WP's or Shield's modes, I like the way my ELA toons feel when using Power Surge, the 'invincible' feeling, even if they have to pay for it with long recharge times and a crash, but I'm not qualified to comment on WP and SD because I never had the powers, just looked at the numbers.
I'd love some opinions on the theoretically 'invincible modes' because I see a lot of people skipping them nowadays, and I really like the resist ones when I know I can manage the crash, but God the retoggling... -
Edit: nm but you might be able to customize claws or one of the blade powers to something short

Yep, no more lolstalker jokes! Its been long overdue. As much as I liked Castle, I for one like the new devs who went ahead and said "No" stalkers need to be brought up to the level of the other melee types.

When CoV first came out Vside had more than heroside. After a couple of months, people slowly started to head back to heroside. After 6 months or so, it was roughly 50/50 then its been Heroside having the most people ever since. -

So glad they added Incarnate Judgement so that my blasters with crashing nukes actually get a nuke they can use.
Of course, everyone else gets that same "Nuke" even my tanker!

I like the build. Case is good. I think I have to agree with others that a 120+GB SSD is the way to go.
Maybe the 2500K is out of stock because its being replaced by the 2550K. Demand for 2500K really went up once people found out how disappointing Bulldozer was. -

Well Neko, the only time I had messages like these were when my 8800 GT was in the process of dying.
If you crash while just moving or standing in Talos, I would try playing the game in safe mode and seeing if you crash then.
What sorts of temps are you getting in your machine? Are you running dual 580s? -
Good choice, Corsair makes good (if a little on the pricy side but worth it) cases.
