First I would recommend you do the Praetorian tutorial because there is a badge you can get there that you won't be able to get until completing an incarnate trial way later. http://paragonwiki.com/wiki/Avid_Reader_Badge
If you want to complete as many stories as you can you'll need to turn off earning experience at certain levels. For the Nova Praetoria zone it would be level 10, Imperial city level 15, and Neutropolis is level 20.

As someone suggested, it is a good idea to use a character that can solo content fairly easily. What wasn't mentioned is one reason for this is the fact that Praetoria is pretty much dead in terms of player population. I could spend a whole day on a character there and see maybe 3-4 different players throughout the day. (I'm guessing the reason for the low population is the fact that Praetoria (Going Rogue) is only level 1-20 content.)

Correction: Premium players can get salvage and recipe drops if they have purchased a 30 day invention license from the shop or are tier 7 in paragon rewards which earns them a permanent invention license.
If you are asking whether the drop rates are increased for a player that has access to the invention system while teamed with a player who doesn't, I would have to say no.
I believe how it works is that each player on the team has a set percentage on how often they receive items. Most likely an equal percentage and with the more players on the team, the less the percentage is for each player. It is a roll of the dice so-to-speak. If a player who happens to be assigned a salvage/recipe drop that they can not receive due to not having access to the invention system, then for that particular item, nobody receives anything. If they could, then a player who does have access to the invention system could make a whole team with all other players who don't, thus increasing that 1 player's chances of getting even more items. Would not be fair in my opinion. -

2. ATOs are NOT crafted. They will work whether or not you are VIP. IOs will work if you have purchased a 30 day invention license from the paragon market or have paragon reward tier 7 maxed out which gives you a permanent invention license. At the very least a new free player never subscribed can purchase paragon points and spend them on super packs in the paragon market and, if they are lucky, get ATOs. No invention license, or VIP membership, is required to use ATOs or enhancements you purchase from the paragon market. They are called 'Attuned' enhancements.
3. Not quite correct. If a VIP stops paying their subscription, at the very LEAST they will be reward tier 2 premium. At reward tier 2 premium you can use in game email, join a super group, or if you are the leader keep leadership and still be able to enter the base but a VIP SG member needs to pay base upkeep to my understanding, and yes you can even trade and receive/give gifts with other players, and play missions in AE but without any xp/inf/ticket rewards. Tier 4 premium gives you a lifetime auction license and allows you to earn inf/xp/ticket rewards in AE, tier 6 premium gives you a lifetime license access to everything about AE which includes creating your own stories/missions. (sadly there is no 30 day AE license to purchase from the paragon market)
To the OP, the whole point, as someone else said, about a VIP server is that you need to be VIP to access it. Do not worry though. I'm pretty sure your characters will still be there, you just can't play on them. But as pointed out, if you have any free server transfer tokens from your VIP membership you may be able to transfer them (come to Freedom if you can, we have cookies). Or you can purchase a server transfer from the paragon market, but that is kinda pricy and if you can't pay your subscription I doubt you will have the funds to purchase a transfer for each character (unless a transfer token is on sale, it costs 800 paragon points, which would be about $10, and for $5 more you could just resub
).
(Note to anybody that does not know: If you have spent any amount of money, either by subscribing for 1 month or more and your subscription lapsed, or purchased $5 or more in paragon points, you will automatically become a premium member permanently. The tier in paragon rewards you are at is determined by how long you subscribed (1 token each month) and/or for every 1200 paragon points you accumulate when purchasing (the free points you get from buying larger bundles do count).)

Someone had an answer that worked. Your suggestion was not quite correct but pretty close. OK. As per their suggestion for Mids, right click the slot to bring up the enhancement choice window. With your mouse over the enhancement you wish to add to the slot press the -/+ key to decrease/increase it. Then left click the enhancement to place it in the slot on the power.
Edit 2: I confirmed that ATOs can NOT be combined with enhancement boosters. When in the combine window, ATOs are greyed out and can not be placed in the bottom left slot to be combined. Others that I do have that can't be boosted either would be the Steadfast Protection Knockback Protection and Winter's gift as, I'm guessing, they count as 'procs' and procs can't be boosted. However, if it has another stat that can normally be boosted, that stat will be boosted but not the proc part. Example: you can use a booster on the LoTG Def/global recharge. The defense part will be boosted but the global recharge won't. -

OK my mistake. By way of Pocket D/Underground Imperial to get to Talos you could access old Dark Astoria, and by way of Pocket D you could access King's Row to get to old Galaxy City as a rogue. I checked around on the wiki and found this out. I believe I started playing since a couple days after the game went free-to-play so forgive the lack of knowledge. I was not here before Galaxy was destroyed.
The suggestion does make a lot of sense though. I see no reason why there is no Echo: Galaxy/DA in the villain Ouroborus. -

Energy defense in particular is VERY important to Willpower.
I'll explain why: You have very little Energy resistance, so any Energy attacks that hit you are going to hurt. A lot. Also, Willpower, as far as I'm aware, doesn't get any end drain resistance, which means any Electric attacks are going to drain your end bar dry in short order.
To that end, I would do a couple things with your build.
1) Split the Brute ATO between 2 different powers and use Catalysts on all of them for a whopping 10% S/L defense bonus between the two sets.
2) If the powers you put the ATOs in are Foot Stomp and Hurl (which I recommend), you can fill out the other 3 slots in each power with Eradication and Thunderstrike respectively for some more E/N defense.
3) Replace the full set of Gaussian's you have in Rage with 2 Rectified Reticle and 1 or 2 generic Recharge IOs. It will get you slightly more S/L defense and it will be recharging faster than with the full set of Gaussian's in there (Gaussian's seems designed more for toggle powers, due to it's low recharge enhancement and relatively high end reduction enhancement)
4) Swap the slotting of Health and Fast Healing. Fast Healing gives you more regen than Health does, so you're going to want it enhanced. The 3 uniques you have in there currently don't actually do anything to enhance the power itself. 2 generic Heal IOs that have been boosted 5 times should get you right to the ED cap on healing enhancement.
5) Take the slots you pulled out of Rage and put them in Mind Over Body. Then put 4 Reactive Armor in there and the Steadfast Res/Def. You don't need the KB protection or the set bonuses from all 3 Steadfast Protections, and your resistance will be much much higher with the Reactive Armor.
6) If you followed my advice in point 1, Put another 4 Kinetic Combats in KO Blow, and round out the power with 2 Basilisk's Gaze (use the ones that boost accuracy). That will give you a little more E/N defense.
Hope that helps a little bit. The rest of your build looks pretty solid to me.
Also, would it hurt to use 5 enhancement boosters on all enhancements I can boost? I have never used boosters before but I'm sitting on over 700 unclaimed boosters in character email from super packs.
P.S. I like your suggestions a lot. Boosts my resistance and defense quite a bit.
Edit: When I do select to have all enhancements set to +5 the ATOs are even set to that. Can boosters even be used on ATOs? -

But none of that is confirmed or promised yet, just what's sounding like the most likely action. -
First of all, Rogues and Villains can not enter hero side Ouroborus. Period. Second, Galaxy City and the old Dark Astoria were previously only accessible by heroes.

The latest version of Mids is 1.954. Are you using a much older version?
It also depends on your power set. For example: Taunt is available for the tanker power set Axe mastery at level 10 but for Ice melee it's available at level 4.
Is it possible you had the wrong build/power sets loaded in Mids? -
I have noticed that too but never thought much of it. Sometimes salvage I put in will take a while to sell so I always assumed it's because people are either too cheap to pay 10 inf each or nobody wants that particular salvage.

Might be a corrupted game file. Open the NC Soft launcher, right click City of Heroes in the list in the left, or click the little arrow on the bar, and select Repair (consistency check). See if that helps.

I did that not too long ago. Switched a hero to rogue then villain so I could get the patron power pools unlocked for him, then switched back to hero. When you are rogue or villain while in a hero super group, you can't be in SG mode to earn prestige, or even enter the SG base. But the nice thing is you don't lose any prestige you accumulated before you switched, it just freezes. If you switch back you can reenter SG mode and continue to gain prestige.
Note: While being a rogue or villain in a hero super group, your character name turns red in the SG window. Everyone else shows up as blue text still. -

Basically what I'm going for is decent s/l defense/resitence, decent regen, decent recovery, definitely perma rage which I have achieved with hasten not running. Currently even without all the IOs from this build and no IOs slotted in some things Rage recharges before it expires without hasten running. I prefer to keep my patron pool in the build because I found I like the Elec Fence to immob+dot+end drain>ball lightning more dot+more end drain>then footstomp for an awesome combo.
What I'm going for is difficulty set to +0x3 or even +0x4 for basic missions. Would this build be viable for that? Suggestions are appreciated.
Edit: I prefer to stick with the powers I have chosen. I love the knockdown animation of Air Superiority and Fly+Afterburner is great for getting around (fly for theme. Costumes with wings wouldn't be the same otherwise.and Air Superiority instead of Hover because I can't use Footstomp or Hurl unless on the ground, and it meets the requirement to take Afterburner)

Did I guess right? This was from the freedom /help channel about a SS/WP brute right? I'm sure if you post up a mids chunk people would be willing to critique it for you. I doubt the mods are going to make a big deal over having it here.
If it's really that big an issue you can post the mids info, I'll copy and paste it into the build forum and you can edit your post, then I'll just direct people to this thread to offer you feedback. Really though, I don't think the mods will do anything.

I came to the player questions section because I told players in the help channel in game I wasn't VIP and asked if there was a section on the forums I could post my Mids build to get advice and ideas from experienced players and they suggested I post in the All Access: Player Questions section. But I didn't see any posts here with Mids builds and , although I think it would be a valid ask for help and a question, I didn't want to chance getting in trouble.
I really appreciate if anybody does suggest to a mod/dev to have an All Access section for posting builds but I doubt it will do any good at all as they seem to not care, in my opinion, about anybody BUT VIP players.

Dated December 16, 2011. To quote Zwillinger: "Additionally, when we open the new Paragon Market forum it will be All Access". It's been almost 4 months now and I'm still waiting on that. As a person who buys a lot from the paragon market, I was looking forward to posting my suggestions and all on the forums relating to the market.
I have no desire to become VIP and get special/favorable/self entitled treatment, but have spent a lot of money/willing to spend more on paragon points. -
I am not VIP so I am not able to post my build in the Archetype forums section, which I think kinda stinks. I was wondering if it was against forum rules to post my build in this section to get advice from experienced players. I am a max tier premium player with a total of 79 paragon reward tokens, so I think I should be able to get help with my builds somewhere on the forums. I just don't want to take a chance of violating the forum rules by posting it in the wrong section. A red name pointing me in the right direction would be great. Thank you for your time.

Have you tried opening the NC Soft Launcher, clicking the arrow next to CoH or right clicking CoH in the list, and selecting Repair (Consistency check)? When I first started playing, almost every patch I would have problems. Sometimes crashing, but mostly constant mapserves. I found that doing a repair after the game updates the problem for me goes away. So now every time the game patches I do that and haven't had a problem for a while. It might not solve your problem, but it couldn't hurt to try. Only takes at most a few minutes to complete the consistency check.

Unless they discover user error you're entitled a refund for being overcharged. An issue such as this probably will not be resolved ASAP so you need to keep on them about it and be very clear about what is going on. Hope you get it resolved one way or another. -
Went to create a new character today and had same problem in the costume creation window during creation: the "show only free costumes" was checked already. Seems I am the only player with this problem judging by other posts here.
For me it isn't random. It is every single time I enter the costume creation window the box is already checked at first. Although it seems to stay unchecked for the duration I play on the character after unchecking it, but when I log back in or switch characters it's checked again. Very annoying.
