I can't say that I have noticed any worse lag or a drop in speed.
My ISP is one of the smaller independents (Zen). I'm in the east of England (Norfolk) -

I think an issue has emerged with our clocks, as we seemed to have jumped forward in time and the issue was fixed before the servers were taken down in 20 minutes time
