With a good build- and good IO investment, you should be able to cap your DDR. I have done it on my /sd brute and scrapper. If anything it should be easier to accomplish on a tanker, right?
Unless I were going for concept, there is virtually no way I would make a sr toon over a shield defense toon. That doesn't just apply to tanks, but to any meleer. Well, except for stalkers who got the /sd shaft... -
I have a ma/ad scrapper and she hits like a frickin' freight train. MA with its recent buffs makes it pretty spectacular. With AAO buffing your damage, you will be doing awesome damage.
My build puts me beyond the soft cap for defense and I trade nothing... except the whole general lack of AoE. Oh wait... nevermind... with Dragon's Tail, Shield Charge, and some nasty Pyronic Judgement, AoE isn't lacking on the top end. You have some pretty snazzy concept options available. Mine is natural and she pretty much rocks. -
I have been having an absolute blast with my grav/time. S/L def is superb, recharge is awesome, and he is a beast. I have a couple of small suggestions for you.
- consider dropping Time's Juncture. I know this is a handy power. It might even fit your theme. However, it is thirsty and redundant in my eyes. Time is chock full of slows. I would rather see you keep Time Distortion Field and drop Juncture, as it is a better method of control in my eyes. It might be a play-style preference, but my grav/time is primarily a ranged and almost perma-fly toon, so I find little utility for this power.
- consider Lore pets that are NOT storm elementals. Purely a play style choice here, but I think there are just better options. You can probably r/p a lore pet that is better than storm elementals. Sure, they look great with grav, but I think there are just better choices. -
One other thing- is this a farmer's build? TF Build? All around build?

Meh- I don't really see a problem with the combos in dual blades. I have two DB characters, and it is unlikely that I miss while building combos with either one. If you are missing your opportunities to build combos that much, you might want to review your slotting to make sure you aren't underperforming for accuracy. Aren't all weapons sets endowed with slightly higher accuracy to start?
What's more is that I only use two combos on my brute. Sweep and attack vitals are, in my opinion more valuable than the other two you mention. I don't think anyone should really try to fit in every single DB attack, as it would require getting nearly every power in the set.
To answer one more question, no- I don't think that because one attack misses that the set needs help. The DB attacks are somewhat decent individually, so I don't think they really need any buffing. -
For Fun's Sake:
Energy Melee: Energy Transfer: If you use this power on an enemy that has already been defeated- you have a 90% to go into "Instant Depression". Instant Depression is a new mez which leaves your hero or villain crippled with the inescapable fact that their power is a husk of its former self and unable to take action for 30 seconds.
Gravity Control: Each time you use any power in this set, you get a 45% chance to be saddled with "Crushing Reality". Much like Instant Depression, this is a new mez that takes hold when a player faces the reality that this set is broken and will likely never be fixed. *Propel gives a 53.5% chance for Crushing Reality*
Empathy: Each time you neglect to use Fort, Regen Aura, or Recovery aura and instead use Healing Aura or Heal Other, you increase your likelihood of becoming a healzor by a weighty 80%. If you use Absorb Pain 2x when there are other buffs available, you are instantly granted the badge of Healzor. -
If you plan to add in IOs- go Claws/elec. I assume you are going this route because of the comment about shooting for soft capped defense. Also, check out the CEBR thread-for more info on this combo. A high recharge, soft capped elec build will fare quite well in end game content. Especially incarnate content.

Since you are brand new to the forums- I will give you a hint. Most forum-goers and build gurus strongly prefer a critique approach to a request like yours over a "give me a build that is ready to rock" approach. A lot of people trickle in for the game looking for a magic bullet answer to their questions and that is generally frowned upon. Not saying that you have done this, but I am just hoping to help you get a better response to your question.
Since you already have a build or two made, why not post those and ask others to look for areas to improve or things you overlooked? -
Street justice is one of those brand new to everyone sets- so there aren't likely to be any guides/builds posted anywhere. You could always be a pioneer and post your own build and get the ball rolling though. I am sure there is someone else somewhere that may be considering this and you might help them and yourself.
You will get better reception and assistance if you post your own build first and then ask others to take a look instead of just asking others to post a build for you. The latter is frowned upon as people that do that are typically looking to just "copy and paste" others work into the game. Not sure if that is what you intend to do, but it certainly seems like it as you haven't posted anything.
Isn't there a "Builds" forums too now? You might want to check there to see if anyone has posted anything concerning street justice. -

Go hang around in the new builds forums- I am sure you can grab a build or two there that are capped and ready to go. I agree with the others- it seems like you are spamming up the boards with your posts. Not really adding too much to the mix.
If you want to solo, just pick anything up outside of stone armor. The damage debuff coupled with -recharge and -self speed is kinda the pits.
Any primary will do fine. You will find that some sets are more AoE-centric than others. But seriously, you should do some reading and searching. The answers are there, you just need to read them. -

While either would be capable of soloing well in the end game, I think the most obvious question that needs to be answered is: to control and decimate or to just flat out decimate?
Both will debuff equally with poison as a secondary, but are you looking to control or blast? I would personally roll the corr, but it is largely due to the fact that I am not a controls person at heart. The corruptor will kill faster and hit harder based on his primary while the controller will do everything safer, but still relatively quickly. -

On topic- if it is just between the two, I would roll the brute. The brute will do more damage than the tanker simply. The tanker will do more damage than the average tanker thanks to the wonders of AAO, but I personally would make the brute.
Of course, as others pointed out, the electric melee/shield defense toon of choice would likely be a scrapper due to the fact it does more damage than the other two. -

I agree with Vitality. One of my most fun brute projects to date has been my ss/shield. He was costly to build the right way, but worth it in every sense. He provides a truckload of non stop death where ever he goes. I don't think you can self cap your damage, even with AAO, Rage, and Fury, Valuur. So I am not sure how valid that point is. I will do some testing in game later to confirm. If you are being buffed externally, then anything will be overkill with a good fulcrum shift applied.
The only thing I don't enjoy about my ss/sd is the fact that he finds himself touchable with the incarnate content as the defense softcap is technically higher due to the increased to hit of Praetorian foes. Still, just pop a purple occasionally and soldier onward. -

Joe summed it up pretty nicely. I personally find EM to be completely unbearable, and before I ever roll another EM character, I would stretch the concept to allow KM or DM to fill the void. Just because a set is ST oriented doesn't mean it has to just suck. And my opinion of EM is that it plain sucks. (You may not agree). Regular corpse blasting, crappy AoE, and a hard hitting attack that kills you places this set at the bottom of my barrel. I know it isn't that slow, but it feels like it is.

Say you are on a team with lot of squishes with no mez protection IE an ITF and you are fighting ROM/Nexus and he goes down. Most of them run for cover but do not make it. All of a sudden they die from an ambush that is there. But if u op that off then no one dies and no one is stunned. But for the other stuff I still say it is a personal choice.

Most people opt to stack rage to avoid the defense crash. And yes, it is totally worth it. The only time I have seen anyone mention rage not being "worth it" is if you are talking a ss/fa brute (for example) farming and insp popping like crazy.

To answer the OPs question- I think it kind of depends on what your primary is. The only option I would rule out entirely is Clarion. Yes, it is helpful for those without Mez protection, but for a tanker, I think the value drops off the map rather quickly. All other options have their merit. I think most primaries would benefit the most through Barrier (in a snapshot) In case you are really getting pounded and need a god mode escape (with no crash) this is a great panic button. Ageless and Rebirth have their utility, but if I had to have only one on most of my tankers, barrier would be my choice.
Yes, there are tons of variables. Yes, IOs can affect how much a character leans towards one option or another when considering this. But I am jsut being as generic as possble here.
