They are probably using builds made between I13 and I16, when in-set toggle mez/KB protection didn't work right and you could still get tossed around. Since that was fixed in I16 there's no reason to keep them, but to many people doing a respec takes too much time.

For a Cold I believe it would increase the -def and -spd of Sleet, the -def and -spd of Infrigidate, the -end/+end/-spd in Heat Loss, and then the -special in Benumb. I'm not sure it's worth taking solely for using with Benumb, as it also provides a decent tohit and damage bonus while it's active, which for a Defender is never a bad thing. If you don't already have Aim though, I'd take that over PBU for a PvE Defender build.

I generally only go out of my way to get badges for the passive accolades and the two useful click accolades (Vanguard/Megalo not so much anymore after the PvP mez changes) since they directly affect my character's stats. Any other badge I get is incidental.

Troller would have Fort too, if they took it at 20 in lieu of Stamina.

Not going to nitpick but I know several Euro players and I think they'd be happy if the PvP zones and arena were made cross-server (EU and US together, basically) because they have no options if they want to find more PvP other than start a new account on the American servers. Free transfers, to them, doesn't mean much when they can only be used to move between the European servers, only two of which are English-speaking.

I think some people took the opportunity to move off the higher-population servers because they like things quieter. I doubt as many of them exist as those who moved to those servers though. I moved a few PvP characters off of Justice to Freedom, but as far as PvE goes I kept what I had on Justice and Infinity.

Almost all of mine have been on various ITFs (seems to be most of the non-MA content I run that requires actually killing lots of stuff as opposed to skipping over everything but objectives is the ITF), and I've come into possession of such gems as:
* Malaise proc
* Executioner's Contract proc
* Sting of the Manticore triple
* Sting of the Manticore proc
* Freebird +stealth
* Time and Space Manipulation +stealth
* Luck of the Gambler triple (I think I got this on a mission)

Bring greens, it's not hard to make them last an entire match. Leadership is kind of the better option because you want to actually be landing your debuffs if you want to stay alive (slowed target = less damage incoming to you).

"Starting" is a broad term, I think they said this is more theorycrafting until they actually get enough teams to run a decent ladder. Problem is most people that PvP these days spend most of their time in a zone and wouldn't have a clue how to handle a team arena match.

I am going to guess there won't be more than 3 or 4, which means we won't have much of a ladder, but that's an unfortunate reality post-I13.

While I do not play on dial-up, we maintain an active subscription with a local ISP, mostly so some members of the household can keep their old email addresses (they prefer the interface and would rather not have to deal with the hassle of setting up forwarding and having to transfer years' worth of messages and contacts).

2. Much of the backbone of our electronics infrastructure (power lines, phone cables, and such) was laid in the 1950s. Existing cable networks were laid in the 1970s and 1980s, and fiber networks were barely coming into being in the 1990s. Very few people, and certainly far fewer cable/phone execs, expected the emergence of the computing era and the huge explosion of the internet over the last 20-25 years, and they're trying to milk the existing, aging, communications infrastructure as long as they can, because it's cheaper for them and means bigger profits. (For example, AT&T is the company that famously told its landline phone users to call their moms a day earlier so as not to clog up the lines on Mother's Day.) This is the same general reason 3G cell phone service is still hard to come by in many non-urban areas and 4G is still in its infancy here, even though Japan has had it for years.
3. Currently, about 10% of American households with internet access use dial-up, mostly because there just isn't broadband service in their area (in many of those areas, even a slower broadband connection would be comparably priced to a dial-up connection). -

Next question - Given my limited influence, would there be any benefit to dropping Focused Accuracy and moving the full set of GSFC's to Build Up instead? That would leave one power slot open and I guess I could take Converve Power but with my QR and Stamina slotted the way it is, I doubt I'll ever need CP on this build.
Of course, if I was soloing AV's and things like that, I would want CP. I have the same slotting for Stamina and QR on 2 of my lvl 50 /WP toons and they both have CP...which I never ever have to use. Any suggestions? -

So after a Hami raid a few nights ago, I clicked on the enhancement screen for my Kat/Regen quite by accident. Now, this was one of my first characters, and my 3rd 50, so I didn't really know much about proper slotting or IOs or anything like that at the time, but I had no idea how bad the build actually was. It carried me through just about everything though I noticed I had endurance issues (odd with QR and Stamina, I thought, until I saw why). These days, I use it exclusively for Hami raids and its current build makes me cringe, so I was thinking of redoing it. Basically I'm shooting for a good amount of HP without having to accolade it (probably won't get around to it since it's a PvE toon and the Justice style of raiding means a Scrapper is never in too much danger except blooms, which can be dealt with via MoG), lots of endurance recovery because of the chain lightning, and a solid single-target melee attack chain (dropping Flashing Steel, Lotus Drops, and Divine Avalanche since it's useless against Hami damage).
Just looking in Mids, I'm quite happy with the current end usage versus recovery (about 0.4 end/sec usage with Fly on and 4.12 end/sec recovery meaning I go from zero to full in less than 30 seconds plus whatever extra I'd gain from 3 PShifter procs), and un-accoladed HP (smidge over 1600, which is 200 more than I've got right now). I still would only have about 35% global recharge, but with the massive buff period going into the goo that number will often top 100% before even Hasten is factored in, and I'm using global recharge to drive my attacks and Build Up more than my self-heals most of the time.
Basically, I've got 400 million to spend (don't want to dedicate too much inf to a PvE build that will see sporadic use at best and the character in question already has 400 mil on-hand), a LotG in the character's inventory, and at least some of the IOs the build will need either on that character or in my base bins. How's the build look? Anything could use tweaking? (Yes, Focused Acc is there for set bonuses and I don't plan on actually running it. Tough is there for pre-Hami-spawn monster clearing.)

I am tempted to level a Fire/Mental and Plant/Rad duo to 30 or so and use them to dual-box Posi TFs. Should be able to set them up with cheap low-level frankenslotted IOs and commons by 30, and I'd have enough slots in all my powers to make them effective.
Redside, I have a 21 (22?) Ice/Kin Corruptor languishing on Virtue (would transfer to Freedom, obviously) from the BMLS Cap run days, but I've no idea if you guys are doing any teaming or if it's more a "do your own thing" deal.
Regarding a global channel: I'd say keep it in the market channel, if only out of selfishness because I'm already at 10 and can't really afford to drop any of them. -

I don't report people for names or costumes. They made it for a reason, I don't want to get involved in what they're doing, and I prefer the same courtesy extended to me. Heck, half the time I laugh at it. Maybe I'm immature, but I'll take that any day over upsetting a potential new player (report character, character gets generic'd, player is confused and frustrated and leaves the game).
As for my pet peeves:
* The current implementation of PvP is pretty terrible, but I participate in it because as a powergamer PvE has become mind-numbingly boring and I like a bit of unpredictability. Returning to the old system and going from there would quite honestly be the easiest way to fix the *********** PvP's turned into (I don't even want to think about what base raids will be like if they're added under the current mechanics).
* The market interface in general needs an overhaul, badly. Trying to load the entire database when you click on the market contact has made me mapserve or crash entirely more than a few times, and I'm not exactly on a bad connection or old machine either. Despite efforts to fix some nagging issues, there are IOs with different names between the recipe and crafted varieties which can cause confusion and makes it harder to search. The search feature at the market could be expanded and more utility added - for example, when I click on a recipe to see what it's selling for, I could have another pane showing me what the crafted enhancement is selling for and what the salvage required to make it is selling for (and whether I have any of that salvage on-hand). -
Yep, in terms of kill speed (and thereby inf/minute) a Brute far surpasses a Dom. The gap was less before I15, but as long as people have been keeping track of the numbers, Brutes have always been more efficient (and their builds are often cheaper as well with no necessity to build for permadom). The exception was before the Family nerf a few years ago, when some Doms would occasionally out-clock Brutes at doing the "Battle for Television" (mixed Family and Nemesis) mission.

"Hidden" on a VEAT doesn't mean "hidden" like a Stalker. It's better than a pool stealth power or stealth IO, PvE-wise (Stalker and VEAT hide powers give the same stealth in PvP, though the VEAT cannot self-cap stealth), but it's not enough to be completely invisible. You'll need a stealth IO or Super Speed to get there.

Every one of these 2B recipes that sells on-market is 200 million inf that ceases to exist. Maybe they're just trying to do something that cuts back the massive piles of inf floating around.
