The biggest advantages to Soulbound Allegiance are the +HP and +dam set bonuses in slots 3 and 4, neither of which is particularly helpful on a Fire/Kin (especially if you're Stone and have enough rech to perma Earth's Embrace). Expedient Reinforcement is definitely cheaper and has more desirable set bonuses for a farming Fire/Kin.

Yeah but being hit by Force Bubble will drop Stealth + Stealth IO (not Hide) even if you aren't actually repelled so you'll be bait as soon as you get hit.

Yes, I agree that the badge requirements for the villain accolades should be looked at. -
Even on test my Fire/Psi has no issues with endurance even without Stamina (but I've got permahasten, which means like a 3-second downtime on Drain Psyche and 75-second recharge on Domination).

Working in the Mids database is a pain in the [censored]. I don't envy whomever is taking over the project.

The proc is mag 1 - even if it does affect someone it won't be enough to stun a minion. I've already bugged it and hope it gets fixed to make it worthwhile at some point.

When my Thugs/Dark MM (hardly a top PvP combination) is able to take on a full (albeit mostly uncoordinated) hero team and win while never being in serious danger of dying, I don't think bodyguard mode needs a buff.

PB will only boost the tohit from Tactics for the duration of PB.

Your Earth/Elec will be good. If you go Energy secondary go with Earth for the primary (the -def in Earth helps the lack of Aim/BU in Energy) and if you go with the Mind primary, Psi, Elec, and Fire will be good.

In addition to what F_W said above, it'd be nice to have Tough on a WP character (not just on the ITF, it's a great all-around power). My SS/WP Brute does decently on the ITF but it's been a while since I've run it with him.

Blasters: Dark Blast and Rad Blast with matching secondaries (and Dark APP)
Controllers: Cold Domination
Defenders: Thermal Radiation and Fire Blast (and Fire and Ice APPs)
Scrappers: Energy Melee and Energy Aura (and Fire APP)
Tankers: Elec Armor and Elec Melee (and Dark APP)
Additionally, the APP's that didn't get a 5th power in I13 would ideally get a new one.
Brutes: Spines and Regeneration
Corruptors: Archery and Trick Arrow
Dominators: Dark Illusion and Dark Assault
Masterminds: Cold Domination
Stalkers: I dunno really, what's left for them to get other than Ice and Fire?
PPP powers that didn't have a 5th power added in I13 would get it added (I'm looking at you, VEAT pools). -

My home server Pinnacle is kinda odd I think.Some nights we can have almost 2 full teams on both sides going at it in RV.Then it's a few days of very little activity in the zone.
We have a PvP League starting up.It's gonna be 3 vs 3.
I think they have put together some nice rules for it.
But yes,Freedom or Virtue if you want constant pvp but there is some pvp on other servers.Feel free to join us on Pinn.

Of those characters you listed, the Fire/Psi Dom, Fire/Cold Corr, and Thugs/Poison are the best choices. You mentioned you wanted a new Blaster - your best bets right now are Sonic/Energy or Psi/Energy (I've seen Arch/Energy do good things as well). Regarding IOs, you don't need to have top-end stuff to compete. Just work on getting your accolades (+HP is very important) - I spend quite a bit of time in RV on a Rad/Therm who's running entirely on SOs and generic IOs except for a few -KB IOs.

Need? No. Eight points is enough to stop the majority of KB that's floating around in the zones (KO Blow, and attacks with KB as a secondary effect such as those in Energy Blast), but there are powers people will take and slot specifically to knockback players to set up damage spikes (examples include Lift, Levitate, Force Bolt, and Power Push). My Therm has 12 points (3 -KB IOs) and that's enough to stop almost everything short of the powers I mentioned in that second list. Ideally you'd want to build for KB protection in the high 40s but not all builds can squeeze that in (most of mine are somewhere around 30, including Acrobatics).

Don't bother, go roll a Peacebringer.
Sure they're still good if you wanna sink hundreds of millions, or even billions, of inf into them, but when you can do more on other characters with less of an investment (and therefore far surpass that given the same amount of inf), why bother? -
Cost me about 200 million for the Absolute Amazement set redside, at mostly buy-it-now prices. If you're worried about prices, put in a low (yet reasonable) bid and wait a few weeks. It'll probably fill eventually.

That Night Widow with 70% defense was probably teamed, because those kinds of defense numbers outside of Elude are just about impossible without external buffs. It's at that time you get a teammate to buff your tohit (hello, Emp!) so you can hit through that defense, grab a character that debuffs defense (Rad, Storm, Cold, Therm, Earth troller, TA, etc), or grab a character with Aim or Build Up. Things with lots of defense or resistance (or a combination of the two, like the aforementioned Stone Tanker) are supposed to be tough to kill. Look at PvP combat like going up against an AV. Sure you can try by yourself, but unless you've got a specific build that's designed to do very well at that, you'd to best to bring along teammates to help. Under the old rules, a single well-played character could hold their own against larger numbers of enemies unless those enemies were coordinated and knew what they were doing.
You didn't need to be a pro or have a specific FotM build in PvP to do well (those were two of the biggest misconceptions about pre-I13 PvP). You just had to understand the mechanics of the system, accept that there were some characters you might not be able to beat on a particular character (a Fire Blaster might have issues beating a Fire Tanker, for example). It took a lot of losing and a lot of stupid mistakes on my part to become a decent PvPer, and it kind of sucks that after all that, the system was dumbed down for those that couldn't be arsed to put in the effort to do the same. Does that mean it was imbalanced? I don't think so - it just means that there was a rock-paper-scissors style of gameplay, and that's within reason for MMO PvP.
I'm not trying to belittle you, and I suppose I can't fault you for liking the new PvP system better. However, it seems to me that many of the people that like the new system (again, not pointing at anyone specifically here) were ones who were consistently complaining about various things (people complaining about Stalkers only needed to learn to always keep moving, but their complaints were answered by free base resistances and a nerf in the damage of AS, for example), when all they had to do was learn to avoid those situations.
