There's a group of maybe 8 or so people from Justice who'd be able to field a team for this and have expressed interest.

It's also short-range and isn't something that would be used as part of an attack chain, whereas Will Domination is something every Psi Blaster will be using regularly.
I mean, sure, you could slot the proc there (and get a cheap purple set bonus as well) but it's not nearly as useful as it is in Will Domination. -
Now if they'd fix globals missing chat while you zone... (or have they fixed that?)

1. 1.15x base accuracy. Theoretically that 15% extra base accuracy should directly counter (and exceed) the bonus elusivity grants to defense-based sets.
2. Snap Shot's activation and recharge times are very fast, meaning you can fling damage quite quickly.
3. Blazing Arrow has a long animation time and is the same 80-foot range as most of the rest of the set. -

Take a look at the PvP damage changes (they're now based partially on animation time) - those changes royally hose some powers and even entire sets (hello, Ice Blast!). -

Maybe this is a dumb question, but when you heal a teammate do you drop out of stealth? (like when you attack a target). Was thinking an illusion/emp would be a great support toon provided you don't drop out of superior inv when you heal/buff a teammate.

A lot of Ill/Emps skip Superior/Group Invisibility because the non-VEAT/non-Stalker stealth cap is very low (anyone with a source of perception can see you at cap). If you're fighting a team without any perception, or in zones, Superior Invisibility can be useful, but in most organized arena it's largely a wasted power pick. People usually prefer Ill/Emp because of Phantom Army and Phantasm (for targeting disruption). -
You don't really need the Fitness pool because you're a Stalker not a Scrapper. The most you'll be doing on a team is firing off an AS and then maybe a followup attack or two. If you need endurance in a jiffy, you have Strength of Will (slotted for endmod). You don't need the self-rez because 1) if you're in arena you'll respawn soon enough and you can finish the opponent off then, or 2) if you're in a zone your teammates will clean up the kill.
For a WP, I'd either go Phase + Soul Mastery, or just Leviathan Mastery (for Hibernate and Sharks). -

I don't think I'd bring a TA into an arena match since the change to slows in I13, but they're still damn annoying in zones. Of course I wouldn't be playing a TA if I were the only support character on the team (that's what my Therm is for), but if I had a bit of backup, I'd gladly play a TA.

Most of my Emp/Therm/Pain builds have got somewhere between 1450 and 1500 HP so I am staying with Primal for PB (and grabbing Phase). I'm particularly proud of the Son/Pain build that is less than 40 points off the HP cap and has something like 40 HP/sec regen.

Irrelevant once the patch to test goes live - rep's gonna be a static 5-minute timer regardless of who killed who and when they did so.

Even with heal decay and DR, an Emp is still useful - just need to be careful about timing the heals. I'll agree that they're nothing like they used to be but heals can be instrumental in keeping a teammate or two along live enough to kill their attacker (plus it frustrates people to no end in zones to have them think their target's just about dead, then to see them at full health again).

Second for Fire/Fire.
Flares, Fire Blast, Aim, Blaze, and Blazing Bolt if you feel like it. Ring of Fire (duh), Fire Sword, Build Up, and Burn if you feel like it (kind of an AS repellent if you happen to be in one place for a long time). -
You can, but past Hasten levels it starts to get DR'd pretty badly (my Warshade has 185% global recharge, or permahasten, and that's more like 90% in zones).

Sometimes those programs don't get identified by anti-malware software (Personal Antivirus is another example of such a program). In the case of PAV, a very simple way of removing it is going into your Program Files folder (default location is C:/Program Files) and finding the install folder for that program (probably will say something like "Home Antivirus"). Next, go to the Task Manager, find the running process, end it, then delete the folder you found in the Program Files folder.
Of course, after you've done that, it's still a good idea to run a Malwarebytes scan, because there's likely something else lurking on your machine. -

Forts/Widows were pretty damn good in I13 when Elusivity was at 30%, but when they dropped that to 10% in I14, defense went right back to being mostly lol. Combine that with the PvP damage nerf VEATs got in I14 (something like 10-15%) and they're a shadow of what they were in I12 and I13. A well-supported Fort or Widow is still good but in the majority of situations like that a Corruptor or Blaster would be preferred. -

I've done a few all-MM ITFs. Kind of chaotic, but really fun - though we ended up splitting up into a few sub-teams during the cave missions to ease the graphics lag and hallway-clogging.
