This is incorrect, defiance is based off animation times not recharge times. As RB said, there are only a few sets that follow the "4/8" rule. As of right now, and through all my playtesting during closed beta, Rad Blast on a Blaster doesn't feel like Rad Blast.

Did you notice that the recharge times of Neutrino Bolt and X-Ray Beam aren't 1.5 and 3 seconds like the Defender and Corruptor versions, but rather 4 and 8 seconds?

I suppose soft-capping an SR, or getting perma-Hasten, or HP-capping a Stalker or Blaster are exploits and abuses as well? -
If the Going Rogue publicity emails were correct, that'll probably be I16. I'd expect to see that this fall.

Yep, but it was also created with the goal of providing a roughly parallel leveling experience to doing "standard" content. Remove XP from the missions and not only will it directly go back on the design goals set for it, but it'll also turn the MA into another ignored niche.

Tried, failed. You won't be able to take out the four patrons and LR without heavy usage of Shivans and the Warburg nukes. Single-pulling the patrons might make it easier but you'd still be in for a tough time without any appreciable damage buffs or resistance debuffs.

Personally I'm all for lowering the inf cap or for instating price caps on hard-to-get objects because that would make me filthy rich.

If it shows up in your pet window, it'll come along when you use Team Teleport (Acid Mortar, FFG, Poison Trap, and the like). I think Trip Mine actually does too but I'm not 100% positive.

Choking Cloud is easily skippable. It costs lost of endurance, can't really be slotted for accuracy outside of sets, and its hold is low-mag.

People have already explained the reasons these recipes are so expensive:
1. Low supply - they are a pool C/D drop in a lower level bracket, where most people don't spend much leveling time.
2. Swapping out random recipe rolls for merits in I13 caused supply of many pool C/D recipes to nosedive and the few tweaks that have been made to merit random rolls and boss drops in I14 and I15 have done little to ease the supply. Ironically, you can thank the MA for bringing some prices (purples and PvP IOs notwithstanding) back in line - tickets fall like rain, and the only thing you can do with them that's actually worth the time is random rolls due to roll costs versus inventory cap.
3. People are rolling in the 35-39 and 40-45 range with their merits (and to an extent tickets) because that's where most of the "good stuff" is in terms of pool C/D recipes. I've been rolling 10-14 hoping to get lucky with a few of these recipes but until then...
Point is... how badly do you want it? You could always try placing a lower bid or just blanket-bid across several levels and hope to land one, or you could just pony up the going rate. If none of those options seem attractive to you, you don't want it that much. -

If you want a "no-holds barred" Fire/Kin build, you will take the Stone epic. If you sink enough inf into a Fire/Kin/Stone and play it well, it will be head and shoulders above Fire/Kin/Fire or Fire/Kin/Psi - softcapped smash/lethal defenses with Rock Armor and Weave, perma capped HP with Earth's Embrace, and a high-damage hold able to mez bosses in one go with Seismic Smash. Fissure is not the strongest APP attack available to Controllers but it's incredibly useful given its decent recharge time and chance for stun - slot a couple damage procs into it and go to town. -

Followup:
TopDesk runs on my 64-bit version of Win7 and is fully compatible with Aero. Works like a charm. Still trying to get used to using the search box to look for programs (though it's second nature for me to use Spotlight as an app launcher under OS X, go figure). Had to Google how to enable hibernation - apparently you have to disable "hybrid sleep" which is neither intuitive nor user-friendly. Under XP it was as simple as checking the "enable hibernation" box in the power control panel. Now you've got to dig through several layers just to turn on hibernate - and there's no mention of hibernation whatsoever in that dialog? WTF? -
Enhancements increase the bonus, not the base value of the power it's slotted into.

2. Procs - just about every Warshade attack should take the Impeded Swiftness smashing damage proc. Other powers will take other damage procs based on type (melee, hold, ranged, knockback, etc.). -

As for the epic badges, Damage, Money etc. I do not think they need tweeked at all, cuz if you get them then it shows how good or dedicated you are to the game.
Just my worthless opinion there, like it or not, w/e.
