I went for Primal Forces Mastery myself, but I was playing a twin duo with no Stamina, so Power Boost was handy for boosting the END Recovery from AM, as well as boosting hold durtaions. I also had Stimulant to make the mez protection in Psionic Mastery redundnant. -

When you've reached perma-AM and perma-hasten levels of recharge, Mass Confusion can be up around every 60 seconds. With MC, recharging that often I prefer the Contagious Confusion as an extra chance to overpower bosses, mezzing the whole group in one go. You'll also have your other AoE controls up more frequently, easing the need to have a mini-Mass Confusion.
I realize it's contrary to what is most often advised, but in my experience it has felt more useful. If you have a respec to burn or can copy over to test, it's at least worth a try to see how you like it. -

I added some "yeah, right" sets for this, looking chiefly for recharge and recovery; endurance seems a serious issue already. Since I know hold and slow set piece chiefly as ... disappointments ... this can't be that expensive to make, can it?- Block of Ice - Load it up with acc/hold/recharge. The bonuses from Ghost Widow are luckluster at best.
- Arctic Air - I find endurance slotting is a must here. You can get some decent values by using the confuse/end, accuracy/endruance, and triples from different sets. The recharge bonus from Malaise is nice, but not worth gimping this power.
- Snowstorm - IIRC, this power is auto-hit. Also, slow enhancements only affect runspeed. One slot, maybe two, with an endurance reduction is all you need. Again, the bonuses aren't worth the slots.
- Shiver - I tend to slot this with 3 acc/end from slow sets then two generic recharge IO's. Again, the -recharge is the important element here. This slotting lets you toss it out more often and for less endurance.
- Ice Slick - Generally, two recharge IO's will suffice. The third only shaves off about 4 seconds outside of hasten and 2 seconds when its up.
- Jack Frost - drop the Acc/Dam/Recharge from Expedient Reenforcement, regen bonuses aren't so great with controller level hp. You can use the slot somewhere else.
- Sleet - I tend to balance out the recharge, defense debuff, and endurance cost of this power by mixing it up. It's a great place for the Achilles' Heel proc, though it is expensive.
- Heat Loss - You can drop a slot by using acc/recharge from Performance Shifter rather than two generic IO's.
- Arctic Fog - Slot for Defense rather than resistance. The positional defense will be useful in more cases than resistance to fire, cold, and energy.
Finally, we get to the epics. I'm going on the assumption that you were lured to the Primal Forces Mastery, but the idea of Powerboosted shields and slows. Unfortunately, the shields including Arctic Fog won't be affected by it. It also doesn't boost -recharge, the part of slow powers that actually mitigates damage. I recommend this guide for getting a feel of what it affects. After that you may decide on a different epic. -

I like Blood Mandate, especially if working for ranged/aoe softcaps. If you're shooting for smashing/lethal Sovereign Right can toss in about 3% there. -

I have 135+ levels of Force Field defenders. I have fairly strong opinions on the topic.
I think it's been demonstrated pretty well by PK and magicj that forcefields can be much more than a buff set. I had read through their guides as well as Fulmens before finding a playstyle with forcefields that I enjoy. I believe my build would fall in line with what magicj dubbed the wartroller. It won't do what you expect it to do on teams, but it will often do things that you don't expect as well.
I credit magicj with thinking outside the box. It's something I wish more people would do and it's something that I think would be more possible if we did have access to pools at level one. -

As for the power pools, it is a bit of a safety net that we can't access them right away. Now, not everyone needs that net, but it's safe to say that we all needed it at one point. Given the leveling speed these days, I'm not sure hitting 24 and completing a respec implies enough knowledge to take that net away.
Still, it would be nice to skip that god awful entangling arrow. -

I have seen an ice/rad do more damage then a firekin but he has quit and I cant ask him now, so anyone got any advice?

Plant/Rad. Damage and control from seeds, plus an AoE immobilize that out-damages other control sets' immobilizes. Toss in /rad goodness and you're a monster for low-levels.

I didn't catch your edit until just now. You're only one IO away from the softcap for smashing/lethal. Replace the Reactive Armor: Resistance (it's already biting deep into diminishing returns) with Steadfast Protection: Resistance/+Def and you're there. It's relatively cheap for the returns your get.
Overall, there are some things I would change. Hasten comes very, very late. I would strongly suggest throwing it in earlier unless you've completely ruled out exemplaring. With FS capping your damage, you could easily slot Fissure with the Stupefy set for a better accuracy bonus and toss an extra slot from Rock Armor into it for the +recharge proc. Siphon Power can be tossed aside once you have FS and you may find Entangle more useful to quickly immobilize a boss or AV. I would also recommend the Placate proc in place of the Sleep from the Fortunata set. You only lose 3 secs of duration, but it makes it easier to shed aggro if things turn ugly.
Personally, I'm a big fan of Earth's Embrace and would probably work that in somewhere too. -

I went with the conserve power/powerboost route as well. Powerboost turns Hurricane into a very, very mean -tohitdebuff. I also didn't find consume to mesh well with my use of Hurricane.

I'm thinking the gap between a generic IO'ed ice/kin and a tricked out ice/kin wouldn't be too large. As noted before, kin doesn't need or accept many sets. As for ice, aside from the purple proc in AA, there aren't any sets or unique enhancements I can think of that would make it leaps ahead of where it already is.

Until you get a solid build, I'd suggest the combat armor from the pvp/arena day job accolade. It offers a nice bit of smashing/lethal and energy defense. I'd have to check in game, but I think it's around 12%. -
It's true of all damage powers when FS is capping your damage. Hot Feet is just very notable as a primary damage source that can also be proc'ed out the wazoo.
