the biggest issue I have is trying to find any supply at all for certain IO set pieces below their maximum level, especially those that go up to lvl 50. a lot of the supply is provided by the level 50s doing their farming runs, so the recipes drop at their level.
I try to determine on a given build whether I will use it for exemping and that helps decide whether I hold out for lower level recipes or just get them at whatever level I can find them. will still usually get what pieces I can at lower levels. not just for exemping but they are usually cheaper as well. -
one other fun thing about AR that is not available to any other blaster is that the two single target attacks have longer ranges. believe its 90' for burst and 100' for slug.
for slug, I use an IO set with a dam/rng piece + 1 range IO and it has a range equal to or greater than snipe without any of the interrupt problems and cycles fast enough to get off two shots vs one snipe.
my AR uses devices secondary but if you take energy, you can push the range on slug out to around 200' -
to add one other consideration to Frosticus' list -
do you intend to IO out this character? usually going to be much easier to do that on blue side, unless you plan on getting GR when it comes out and move your Corrupter over. -

You can't slot Red Fortune into your armors. If what you meant was whether you should choose slots for defense or resist powers, remember that you need to slot heavily for your Resist powers anyway, since you really want to max out Resist and Endurance Reduction in your Resist toggles (perhaps not Static Shield).
The melee defense equivalent to Reactive Armor is Titanium Armor - It gives 2.5% melee defense but you need all 6 slots. It's not a great set, but neither is Reactive - none of the resist sets really give great bonuses.
As for slotting Defense slotting, such as for Combat Jumping and Weave, I didn't take Red Fortune on my elec/elec, since it gives Ranged Defense. I love Red Fortune on things like Controllers/Blasters/Corruptors, but not on tanks particularly. It's also slot heavy. If you have the dough you can 4-slot weave with the appropriate Luck of the Gambler pieces, and 2-slot Combat Jumping with the same, and pick up more Regen and stuff - this is what I'm doing on my elec/elec, saving slots for other powers while still getting near max defense enhancing on CJ/Weave.
You certainly can take Red Fortune for these powers if you want a more generalist approach with Ranged Defense - more 5% recharges is always a good thing, if you can't afford the 7.5%'s in Luck of the Gambler - but then you really need to be saving the six slots for each defense power you have.
If you're going for an insane recharge build, then you can always go five Red Fortune and the LotG 7.5 in the six slot.

I don't buy the argument that Electric Armor is too squishy to S/L and you need it S/L defense to compensate. Resist based armors basically cry for Tough, this is true, but once you get it, you're no longer squishy to S/L - Once you bump up from 55% to 80% S/L resist, things get much easier.
Yes, S/L defense overall is a bit better than melee defense. But what you have to do to get lots of S/L defense isn't worth it for me. Your overall set bonuses will be better, more rounded, going melee defense, and you'll get a better overall toon.
Compare some of the sets and you'll see what I mean. With the Electric attack powers, you'll have a ton of PBAoE attacks - Obliteration is one of the best non-purple sets in the game, giving great bonuses across the board, and it builds for melee defense. Going for S/L defense, you go for a lot of sets that don't do much besides S/L - Kinetic Combat, for instance.
Finally, Melee and S/L sets provide bonuses for each other, so if you go heavy for Melee you'll still get a lot of S/L. If you have stuff like Combat Jumping and Weave, your total S/L defense will probably be at least 25%, which combined with the 80% resist means you won't take much damage from S/L ranged attacks - nothing you can't regenerate.
Finally, capped melee defense is probably better for tanking AVs and GMs all told, though this isn't something I have much expertise in.
it will be expensive but not nearly as bad as some of the purple builds you see and what the heck, it's only influence and you need a goal to reach for
borrowing from several of the excellent posts here, the current build I put together has 40% melee, 35% s/l, 73% s/l resist and enough recharge to have energize up every 37 seconds when hasten is active. also enough regen and health to push almost 400% regen when energize is active. may not be the absolute best in any of those categories but I think the over-all effect and layering should work out pretty well

thanks for posting this build, will have to give it some thought. though it would be pretty expensive with all the Oblits in there. if you can even find all the pieces, supply has been a bit tight at times. -

but this would also be why I mentioned that if I went melee, I probably wouldn't be pushing up ranged and AOE. have to spend a lot a slots in things like the armors to get the higher melee.
s/l seems to be a bit easier on slots though harder to get the bigger amounts in one place. -
looking for some assistance from the electric armor tanks. trying to plan out a new elec/elec and intend to layer a reasonable amount of defense on top of the resists. which works out better for an electric tank - building for S/L or Melee defenses? with the variety of attack types, resist powers, defense powers available in these power sets, I can go either way pretty easily.
if I went melee, not looking to go crazy trying to pump up ranged and AOE defense which leads me to consider going S/L instead.
thoughts, suggestions would be appreciated -
finally got it to work and it was the strangest thing. I spent at least another 5 minutes in front of the bloody banner zooming in, zooming out, changing camera angle up and down, moving closer, moving farther away, etc, etc, etc. nothing, never got even a flash of the cursor changing from the pointer to the hand.
don't even know why I did it, probably just out of frustration, I hit the space bar a few times making my character jump up and down and the cursor changedcouldn't believe it, so I tried it again and the cursor would change for just a split second. took several tries to time it so that the pop up message came up but finally got it and the badge.
even after I got the badge, I could never get the cursor to change while standing still. could still get it to change by jumping up and down in front of it.
thinking about it just a bit, this is one of the few characters I made using the "huge" body style. wonder if that has anything to do with the issue. may check to see if I have any other characters that have or close to having access to the Midnight Club and see if they have the same problem with the banner
thanks all for the helpful suggestions and we can now add jumping up and down to the list of work arounds -
especially with the upcoming reduction in defense from BotZ, really doesn't make much sense to stack them any more

guess I will have to see how long it takes a GM to come help on this. don't know what's wrong but cannot get the banner to activate. tried exiting the club and re-entering from a different zone. moved all over with camera zoom and angles, no luck
logged in two other characters and they had no issues at all. could put the curser any where on the banner and it changed to the little hand
any one else had this issue and found a way to get it to work? -
thanks all, will give it another try. have the badge on several characters and its always been a little touchy to find but never this bad. tried for over 5 minutes and never got it to change cursor to the hand. didn't play a lot with camera angle itself though, so will give that a try

has anyone else had a problem completing the midnight archivist badge? I cannot get the final location, the banner, to work. I have the badge on several other characters and have never had this issue but it has been a few months since I took a new character into the club. did something change?

I usually have at least 1 character that I run at mission level +0/+4, maybe higher. that gives you bunches of Lts along with some bosses and minions. can usually run a small to medium AE mission in 30 - 45 minutes and net at least 1000 tickets. then I just drop the salvage off in the base for the character that needs it.
I would much rather do that than pay the crazy prices for salvage, even though I could afford them. just cannot bring myself to pay that much when there is an alternative -

I thought there was a way to rename your pet but can't find anything on how to do that. they don't appear to have a built in way to rename, like you can by right clicking on MM pets. could someone help please.

completely in favor of this. I love playing around with builds to side kick or exemplar to lower levels. but it is getting almost impossible to find recipes other than at their highest level.
try to put together a build with level 33 or level 32 IOs, it's next to impossible at any cost. I would be more than willing to pay the full level 50 price to create a level 33 Obliteration.
the best option I have found thus far is to freeze characters at the desired level and then run nothing but AE or flashback missions to get tickets to take random rolls. I would much rather be playing characters to level up but the first 35 levels go by so much quicker now, there's no way to get recipes I want before I outlevel them.
doing something like this would be the best enhancement since, well - since the idea of IOs -
not 100% sure but believe that allows the bound key to do one action when the key is pressed and another action when the key is released. so rather than push the key twice, as others mentioned above, you are actually targeting the oil slick by pressing the key and firing the power when you release the key. so it seems like you are doing it by pressing the key once, instead of twice, but technically it's still two actions.

the funny thing is that I am currently running flash back missions but in the 46 - 50 range, so still at my 50 lvl. when the event comes back live, will run at 45.

I asked the exact same question a couple of weeks ago, which is when I found out that electric fences had -KB and the others don't.
MIDs is such a wonderful tool that I frequently forget that it doesn't always show everything about a power. electric fences is one such case. comparing the information in there for fences vs. web, web appears to win hands down. -

This is my PvE setup. My soul extraction for PvP is slightly different although I'm considering getting rid of it. Between the -tohit in my personal primary attacks, lich and Weaken; my -tohit pretty much floors enemies tohit and accuracy.
however, with the level you are fighting at and the additional debuffs you're adding with the revised slotting to Lich, etc you may find you can use that slot better somewhere else. unless you are frequently self destructing a pet, most likely the lich, to use extraction on, it will probably be up often enough with just 1 recharge.
