Just for curiosity's sake... have you tried any other servers?
I know, it's a silly question. But... have ya?
As of 8:32pm, June 9th, 2009, I was in, and at both Atlas and Atlas AE, there was 0 lag for me... Perhaps it's the internet's path between you and Freedom's servers. Hence the 'try another server' idea.
In the stickies there is a list of which servers are west coast vs east coast. Pick something that's on the other coast and see what you get.
If you get lag everywhere, you probably need to post up the CoH helper as well as a hijack this log. -

You said your OS disc was on the hard drive... so I assumed this meant you could burn one to boot with... perhaps I'm mistaken?
Now, there is a procedure where you can tell your current OS to 'generic' it's hard drive channel drivers while it's on the old mobo, THEN swap it out, and it will redetect the new chipset ones. Usually that's the problem with them restarting, the hard drive channel drivers are wrong, causing a STOP BSOD.

Well, almost, but the truth is there's still stuff going on outside, and you can hear it. It is therefore being processed as well. Given that it's likely the OP's computer is a little out of date in some way, that processing is still part of the problem, and we all remember how some systems and sound = lag city.

Why are you still in Atlas then? Get out of there quick! Go to, oh, I dunno, Galaxy City? Although AE isn't in Galaxy, but you can at least get leveled enough to make it to Kings Row in short order, I'm sure... You do have a choice.
And for the record, no, the game is still as fun as ever, at least here... but then I have a good machine that doesn't lag. I can certainly commiserate with ya, I've had a Lagfest 7000 computer too. Co* is not like any other game out there. I **TEST** machines with Co* to ensure they're worthy. If they don't run Co* for 20 minutes, they suck. That is how awful Co* is to run on a computer: It's my best standard to kill a computer with.

Also raising the server cap would *increase* lag... and why do you care how many people are on Freedom or Virtue (I'm assuming this is the whole 'cap' issue...) when there are so many others to congregate on. Given you're a level 10 or less, then it's an easy jump to just save the fashion of your character, log out, log in, create it again, and re-level it in 20 minutes or so. I see no issue here, save the whole "all my friends are on (choose server) and I can't get there!" problem. Friends will move. Just ask. If they don't... they're not very good friends then. I've built plenty of other characters to be able to play on various servers with others. That's called having fun, in my book.

Yeah, others have died, and not because of these issues. If it was going to die because of these particular issues, it would have done so shortly after I6.

What was the chipset of the old motherboard, and what is the chipset of this one?
If it's an Intel-Intel swap, you can get it running in many cases. *Not* all, mind, but many.
Ditto for Nvidia-Nvidia, ATI-ATI, etc.
But swapping out motherboards with dissimilar manufacturer chipsets is a guaranteed no go.
I'm assuming here that the old motherboard is fried, or you'd have already put it back and made your disc. Yeah, there's not much that can be done in this case, you're going to have to pony up a couple hours of labor, sounds like. Maybe you got a real good computer friend you can buy lunch or something and get this done. Wouldn't be hard to in place upgrade the OS and get it back up. -

On the one hand, helping DiEnd would make us a better place than the (the game what's name shall not be mentioned) forums, along with wherever else this kind of response by the beleaguered might be acceptable and even expected, and therefore help cement the Co* forumites as the best in the intarwebs.
On the other hand, I kinda been staying away because of this kind of biting of the hands that attempt to help. I was understandably curious how things are doing these days, but yet see it's still around. Sigh.
So, just in the case that not only DiEnd might be able to be helped, and indeed, to hopefully engender among *all* who are suffering to not lash out at the poor community here when they have trouble...
We're volunteers. We try to help. Assuming you know it all, or that we know it all about you, is absolutely wrong. Biting back, being completely jerk about any response, no matter how asinine it may seem to you, is a one way ticket to ignoreville, or at the very least, an avoidance of the thread in general, because we've been burned enough by poor attitudes of those in need.
In closing, I suggest you read the stickies and pray you find an answer, DiEnd. I kinda doubt you're going to find it here, both due to your response, and due to your lack of posting anything remotely helpful in regards to your machine's specs, it's software, drivers, etc. We aren't mind readers, you know. Instructions for those items we need are in the stickies, btw. Please post them up if you decide to come down off your throne of importance... and maybe someone will be back with you.

Perhaps the 8800 was full of crud and overheating...? Just a guess though, and since you've upgraded your card, then yes, it had gotten old.

There are various posts and stickies on what to do in various cases, and especially with Vista, have you tried those? The answer may already be listed in them. In any case, there's not enough information, you'll need to provide more, like hijack this, direct X...
I've been away, so I don't know what the current stuff is that they ask for, but again, plenty posts have similar requests... read about and they'll list what we'll need. I think it's Zloth's program that does it... gang? -

Google for and download pingplotter freeware, find the IP addresses of where you're trying to play (they're in the stickies somewhere) and do a constant, unlimited ping trace on it.
You'll likely find that one of the servers between you and the game server is a problem, spiking the ping to a high number. Alter.net, Level3.net, GTE, all kinds of backbone servers are used. Sometimes one of them is jacked up, and only your ISP and/or NCSoft might be able to get them to make it stop.
You *may* see a difference on east coast vs west coast, but it may not matter... sometimes I'm sent to Chicago or Washington DC to go to either server... it's odd how the backbones work. -
You must put the updater somewhere *OTHER* than where you are installing it. Putting it on the desktop and running it from there, for example.

The word 'update' is the issue, as I recall, as part of the file name of the CoHUpdater.exe file. Vista sees this, as well as other key words, and flags it for 'Admin' access.
I just tried it... renaming it to 'CoHU.exe' should solve the problem... until the next update that is.
Perhaps the Devs can change the name accordingly in later Issues... Yeah... soon(tm)
/update: Also, it may help to export the registry from the working Co* account to the kiddo one, so that it will be already set up, no updating.

Ram fluid needs changing in the computer, obviously, and I'm sure the hard drive washers are out of whack too. Probably need to check the CPU bolts while you're at it, and make sure your video card's hydraulic lifters aren't shot.

Hm. Yeah, I forgot to think about about various swaps about sounds and such, so that makes a lot of sense... can't have *everything* loaded, right?
Kewlies, though, sounds like it does what you wanted, overall...
I remember BillZ had done one of those Gigabyte IDrives or whatever it was, where it ran something like 4G of ddr (ddr2?) in a card and made it a 'hard drive'... pretty much the same deal as what you're seeing, except he also, I think had the system on it too? (it has an external power supply) and it was wicked fast at loading Windows.... I could be misremembering though. -

It really should be fixed though, I agree. Problem is, I have *never* seen any dev post in here. Ever. So that this would be seen by them is a chance of 0:1
Of course, I could have just missed it somewhere, but if they did, it was a rare event, and everyone should have bought lottery tix or something.
Bug it. Every. Single. Time. Even if you're not in that arc. Start the game, get in any character, and immediately bug it.

I do too.
You pretty much summed it up though. It plays but you'll have to tone down the graphics to get smooth frames. Reason is the chip is the Celeron of the Nvidia world. Or, if you like, it's the difference between the 6 cylinder Mustang and the GT, which would be a 9600, and the Shelby, which would be the 9800s.

Well, no of course I'm no saint. I'm not going to say I'm better than most, but I'm certainly better than some. I'm also thinking it would depend greatly on the topic and other factors as to my winner, loser, or middling status.
