Yeah, but people who might normally think an arc where you solve riddles is cool might automatically skip any arc flagged as a "challenge." And if you don't flag it as a challenge and then throw in an ambush with multiple bosses a lot of people will rate it low.

I agree - I think that mixing riddles and challenge will appeal to a very tiny niche.
so Lt's seem a decent compromise. -
no one is going to flag an arc where you have 3 one room missions where you solve riddles as a farm.

I thought you were suggesting that everyone should literally share one single character. That would actually make more sense. City of Hero would no longer have name collisions, because there would only be one name. City of Hero would no longer have outlier performance, because by definition everyone would have exactly median performance. And powerset balance becomes largely moot. PL would also become a moot point quickly enough.
The level of discourse on the forums would also significantly improve. No more PvP arguments. No more build arguments. No more "role" arguments. No more powerset proliferation demands. No more "devs hate villains" conspiracy theories (they'd be replaced by "devs hate the only character that exists" theories).
It would start to give the game a bit of a LaMOE feel, and I think the day job badges would become largely out of the question, but that's a small price to pay.
Letting everyone have at least one, much less two characters of their own opens the door to a lot of problems. Its really a half-measure at best.

With Ouroboros, AE, sidekicking, and exempting - you can do everything on one character. Okay, one character per side (red/blue).
Having more than one character takes up server resources and ties up valuable hero names that others cannot take. This is an RPG - and your character is very important. When a new player finds out they can't get the name they want - they quit. You have cost CoX one new player for every alt you have. That's a lot of money for development your selfishness has cost all of us.
And you can only play one character at a time (if you have multiple accounts - one per account). So having more than one is just a waste.
And when you play alts you aren't connected to your main. It is an RPG - you can only have fun from the satisfaction that comes from truly knowing and inhabiting your character. You can't possibly have fun having alts - so why have them (I know, I tried it out and hated it)?
Alts fill up supergroups. The devs have had to waste time making SGs larger so that selfish people could have alts.
And alts make it hard for everyone else to have fun. I see somebody on and make a friend. Later they aren't on. Maybe they are - but on an alt. I don't know. It just looks like my new friend is missing. Alts kills friendships and community - and everyone knows that community is what keeps MMO's alive.
I call upon the devs to solve this problem that is driving away new players, giving existing players ennui and making them quit. Reduce all accounts to 1 character redside and 1 character blueside. Stop selfishness from ruining my game. -
I have an arc where you aid the Aesir by challenging the Jotunn to defeat their champions.
It's basically king of the hill - defendible object, if you defend it you win.
To make Jotunn (giants) tough, I have made them all lieutenants. Which makes defending the object tough but doable.
It makes the Jotunn on the rest of the map lt's as well. I could make minions and lt's - but this is supposed to be epic, and having the Jotunn be no tougher than the dwarves you faced in the earlier mission seems wrong.
But then having the normal Jotunn be lt's and the champions lt's (the champions are currently the same mobs) seems wrong.
But upping the champions to all bosses seems over the top. -
the arcs are text files in c:\program files|city of heroes\missions
you can copy and paste missions within the same arc, or into different arcs. -
yeah with dom fixes in I15 and going rogue there should be a very nice scale of
blaster = high dmg, low control
dominator = medium dmg, medium control
controller = low dmg, high control (including buffs/debuffs) -
1) almost no one will play this arc
2) even if the arc were level 1-54 almost no one would play it - because there are maybe 50 arcs with 200+ plays and then thousands with 50 or less.
at the end of the day you have to accept that you are making an arc you like, and that it won't get us much play as you would like. I personally make only 1-54 arcs so that my niche market is at least slightly larger (and my arc out since I14 went live and advertised on the boards and other sites has only 65 reviews). But it's a choice everyone has to make for themselves. -
and it has been shown that rewarding behavior can actually cause people to do less of it - because they stop doing it unless they are rewarded.
Once some behavior gets xp and others do not - players usually do the behavior that is rewarded. It may be less fun - but they automatically equate a reward with being valuable. -

We should just post that whenever farming or powerleveling are brought up -
yes the people standing in the AE building are those working on designing missions or between missions. Those running missions are in the mission zone.

1. the glowing green guys turn into your mission contact
2. you talk to one of them to get the mission
3. to enter the mission you click on the big glowing space behind them.
additional notes:
there is a hospital a door away. If you go to the hospital while in an AE mission you don't leave the building.
when you exit the hospital into the room with the mission computers, there is an inspiration vendor just to your right (kind of hidden around the curve). -

There is end game content
- with Ouroboros and MA - there is essentially unlimited content for lvl 50 characters.
And the assumption that players want to play "content" rather than juts go through combat, or collect badges, or roleplay in Atlas Park - is an assumption that other players want to play the same way you do.
Maybe they just want to get to 50 and sit in a pvp zone forever. It is their choice. -

sure, but not PL'ing may cause the players to experience CoT in PP, and other really bad low level content and quit the game - when they would have stayed if they had PL'd to 15 and gone to Faultline, or 35 and gone to RWZ.
There is zero reason to think that more players will stay in the game if they experience low level content than if they powerlevel. -
working on the first mission - recovering artifacts. I decided that just defeating "standard" hellions and recovering artifacts was boring and probably beneath most high level players.
But what if they had an artifact that gave them special powers? So I created rad/emp hellions that are infused with the artifact's power (calling it the Finger of Hippocrates for now).
I wrote text "this is better than fire" - and it made me think that maybe these Hellions are trying to find an alternative power. I need them to reveal something big is going on. So these could be "rebel" Hellions, trying to find an alternative to devil worship.
So these aren't the hellionderground of Hellion Earth - but they can reveal that they are scared of the power of Zuul and trying to escape it. -
