I mean really I'm speaking from a high-end IO build that includes pvp io's so keep that in mind.
I do think dark is a good control set, but to me, it's the damage that comes with plant and lesser need for a fast array of control powers that complements psi so well. I mean psi shockwave benefits from domination so I'm also stunning 1/4 of the mob regularly, even bosses. I personally don't feel the need for more control but YMMV. -
This combo works so well, when build right, you can fore go even using Seeds on most spawns and still flatten mobs in quick fashion (well mine is 45 s/l 32.5 e/n/r so It's a bit of an outlier in this case).
If your defense starts to cascade, jump back, (cause I play in melee primarily) chuck seeds at the mob and pop into hibernate.
You'll be laughing maniacally from your cold cocoon while the spawns rip each other apart, all the while your creepers barrage them with thorns and roots.
By the time you've recovered, they're all but dead. errr "arrested" -
Plant/Psi/Ice is the answer you're looking for. It can both take the alpha as well as be a competent de-buffer. Mine also centers around an ice based theme and I colored my plant powers to suit.
-1000% regen on hard targets from Drain Psyche on top of boosting your own regen and recovery.
Pushing nearly 30-70% -res from Sleet w/ achilles proc and FotG -res proc slotted into Psi
shockwave.
Frozen armor also makes it easy to reach s/l softcap if defense is your thing.
I melt spawns with just Roots, Psi Shockwave, Creepers and Sleet. Having a cone confuse with 15 seconds of downtime helps take the heat off my team as well, and if things get really hairy I have Vines (aoe hold) and put 5 piece ATIO dom set in it. It's up every 60 seconds on my build.
These things are just examples of the POTENTIAL of this combo. Either way I don't think you'll be disappointed if you try it. -

First off, what are the goals of this build exactly?
What do u plan to do with it?
Achieving just enough recharge for perma-dom,perma-hasten and haunt should be doable. The build you posted, it looks very purple lite so I'll try to stick to that. First there's a few nitpicks I have:
Long post inc.
1. First off, the most obvious one is Fearsome Stare. The fear is not worth enhancing, you should put accurate to-hit enhancements there. Cloud senses if you're looking to pick up more recharge. A hundred times this especially because your a dom and have no debuffs outside your -tohit and you've built almost zero defence through io's.
2. Living Shadows is a unique sort of aoe immob. Yes its a cone and not a targeted aoe but it can also take 4 damage procs. I'd look into swapping the slotting out of nightfall in place of heavier investment in this.
3. No kb protection. While I understand you'll have 5 pts when domination is up, you also took fly which can slot the Zephyr kb io at no cost of extra slots to you. An option worth considering.
4. The resistance pet uniques. Seeing as how you have no way to heal your pets outside of picking up rebirth destiny, nor are you providing any defense to your pets outside of your -tohit debuffs, these io's will yield little value for a dom. Pets will die, it happens. These slots could be better served elsewhere in your build. If pets are important to you or your concept I understand and it'd suggest replacing the resistance uniques with the defence ones and I'll explain why in my next point.
5. Another thing Idea I'd like to pose is slotting Shadow Field for -tohit to stack with my suggested slotting for fearsome stare. Fearsome stare would be up every fight and shadow field up every other fight yielding a combined value of nearly 38% -tohit debuff which on top of the 10% defence you'd be providing your pets through the 2 pet defence uniques, under these conditions they'd be "theoretically" soft capped to even-con enemies. Thats outside of the hard controls that you're build already provides. So in theory you should be able to keep your pets alive most* of the time. Provided gather shadows is activated before hand and shadow field's -tohit does infact benefit from the poweboost it provides (according to mids), that's nearly 57% -tohit.
6. Based off your build this is what I would do with it. I've swapped around some slotting in the build I'm posting just to give you some ideas of what you can do and obviously change to suit what you want. (ie. swapping the aoe immob slotting back into nightfall if you want) I don't like nightfall, its too narrow of a cone to reliably hit many targets without taking up time that could be better used spamming other attacks or control powers.
- swapped in absolute amazement set for stupefy so HoD is now perma, Haunt is 1 sec off perma, hasten is 3 seconds off. Still perma dom with more global recharge as well
-also included vengeance in the build, if you don't team ever I can understand dropping this but any build that has a power boost type power I highly recommend taking vengeance as a power boosted vengeance will most likely soft cap you and your team to everything.
-manuevers, hover and vengeance are mules for LotG uniques to give you an additional 22.5% recharge. Hence the single slotting.
-I also dropped melt armor because it has a long recharge, pitiful radius and garbage debuff values. You won't need it trust me.

Nor is it simply loldrain psyche I win.
Use of drain psyche on an SO build or even a modest IO build will not be enough on its own to either keep your blaster alive or floor a gm's regen rate consistently to enable said player to defeat the gm. All that's been proven with the absurd amount of influence poured into a build. Yes things like soloing a gm is "possible" but this is a special case and not to be considered a standard nor does it make drain psyche overpowered.
If anything, drain psyche is a good reason for why blaster secondaries need to be brought up to a similar level of usefulness. Maybe not in the same regard as DP but somewhat equally beneficial to someone rolling a blaster. Rather than looking at it like "oh one power is OP", lets look at what the other secondaries really bring to the playstyle of the AT.
Devices: Arguments can be made for the limited utility of a st immob, caltrops or a stealth toggle can bring but my personal opinion is powers such as trip mine don't suite the mechanics of the game. At least not anymore... *looks at 5 second cast time* Then again numerous secondaries have ST immobs. So whats devices really boasting? Nothing that makes me wanna roll one.
Elec Manip: A damage aura with a generous radius that will most likely get your blaster killed should he aggro first, a few decent melee attacks to fit character concept if you like but not necessary or particularly useful. Oh power sink, yes power sink is good but /elec is not the only secondary to have end management tools. A ST hold? Yes decent DoT but not really a game changer.
Energy Manip: Again, optional melee attacks, a sprinkle of KB and stuns in-beaded in said melee attacks and Conserve power (theres that end management i was talking about). Power boost and boost range are the real reasons you'd roll /EM.
Fire Manip: This is probably 1 of 4 secondaries I'd consider to have more useful powers outside the 1 or 2 outliers that other sets seem to have. So it gives you 1. options, and 2. powers worth taking. More aoe? combustion and FSC. CHECK. end management? consume. CHECK. Damage Aura(s)? blazing aura and hot feet. CHECK and CHECK. Oh and who doesn't like the new front loaded burn?All that being said, you can probably get enough AoE out of most of the primaries so I'll chop half this secondary up to concept/personal preference.
Ice Manip: A medium radius debuff aura on a blaster? really? please... Sub par melee attacks, a small ice patch of limited utility, a sub par version of Shiver (only 10 target max last i checked), a ST hold and a near useless melee Mag 2 sleep foot stomp clone only with no damage unlike the tanker version. Oh and a smaller radius. I move to say "buff ice manipulation" and leave DP alone.
Seriously.
Dark Manip: Soul drain on a blaster? OH GAWD. If that's not OP i don't know what is. Nevertheless, I'm a fan. Smite and MG? Finally some melee attacks worth taking. Dark consumption, again more end management and with damage to boot. A short radius damage aura? Well at least skipping this makes room for more powers you might not have room for if you chose another secondary, and dark pit. A mag 2 stun is gonna split people down the middle on whether to take it, but at only a 60 sec recharge and a 20 ft radius, if you have something to stack it with, this is a decent pick. Over all /DM is decent.
and finally Mental Manip: Really what does this bring? a cone, a generous 15 foot PBAOE with moderate damage and drain psyche. Everything else is already provided by other secondaries in a slightly different fashion.
So... basically, EM has boost range and power.
DM has soul drain and some actually worth while melee attacks.
Elec has power sink and some equally hard hiting melee attacks.
Fire has more AoE than you probably need and some end management.
That leaves Ice and Devices damn near the bottom at least IMO. So maybe lets draw attention away from a power that's worth taking and let's bring these sets up to par cause honestly why would you choose either outside of concept? -

2. I design nuclear power plants forty five hours a week. I also have a family and a house to take care of. What the hell makes your hours of hard work more valuable than mine? I don't have time to complete the "sanctioned methods" of obtaining purple enhancements. If I want to spend some of my "hard work" to get purple enhancements, why the hell shouldn't I?
3. In fact, I could do it right now. There are plenty of ways to buy influence/infamy for cash. They just happen to be against the ToS and virtually unenforceable. Since this is already happening today, selling purples in the NCSoft market doesn't change anything. All it does is get the money that's already being spent on influence to go to the people developing the game.
Just to clarify a few things:
1. "Hardwork" is probably not the term I should have used. Time invested would have been more accurate. While farming and marketeering are completely viable means of funding character builds, I do very little to zero of either. I don't farm anymore at all and only did for a very very brief time. I also only recently started actively using the market to make a little extra inf. The "hardwork" I was referencing was really just my accumulation of time and influence gained as well as drops that I've gathered from doing regular content solo or teamed with friends over the past 3 years which has funded my ONLY heavily IO'd character, my Warshade. In fact I don't have another alt that has many if any io's.
2. While I don't have a family of my own yet, I also work 40-45+ hours per week. I live in the city, some distance from my extended family of whom I try to see as often as I can as my siblings are starting families of their own. On top of that I have obligations outside of family and work that I've committed myself to. Somedays I'm only home often enough to sleep. So I can understand life gets busy and not all of us have time to grind inf to fund these kinds of expensive builds and this is a logical solution for the casual gamer. My intention was not to make your "hard work" outside of the game seem less valuable than mine or anyone elses for that matter.
3. Of course you have every right to purchase IO's that are introduced to the market and no doubt many will, I was only trying to express MY disappointment at the thought of how long it took me to gather the purples for my Warshade that now they'd be suddenly available for purchase? As a casual player, this took me quite a long time. Maybe I'm doing it wrong but either way It was a lot of my spare time invested over a long course.
It is better that they make these available for purchase from a logical and business standpoint and I agree. Rather the money go back into the game than into the inf farmers pockets and I get that, its not beyond my scope of understanding. Regardless I can't help but be a little bummed about this situation.
At any rate, I apologize for any frustration caused. Back to the PB builds! -

Im not infront my computer to view the build but assuming thb hasn't changed his slotting in sb, grav well and essence drain then i can assume this is still true because i run the same chain with almost identical slotting and level of recharge.Just looking at your older build still and Essence Drain has a 1.93s cast but Shadow Blast has a 2.34s recharge, so there is a gap there, and Grav Snare has a 1.67s cast, so there is another gap there (I am guessing mostly filled by the busy nature of playing a Warshade

Just got home after a near 12 hour work day. Now I have to go lug gear to the studio for the next few hours, so needless to say I will be missing all of the alien-ness that I normally look forward to on a Friday.

It's in my calendar. Perhaps some incarnate power suggestions could be made for those who wish to participate? Not a requirement of course but something to keep in mind. I know I need to pick up a few more destiny powers so I'll have something other than clarion and barrier to bring to the table.

Explosive strike or Impeded Swiftness procs are cheaper alternatives if need be. Smashing damage, albeit much, much more resisted than toxic is still a good slot holder until you can acquire the pvp io. Just my 2 inf.
