Welcome, Zildjain! If you're on the villain side, I suggest joining one of the Dark Kingdom VGs. There's usually someone online, so just broadcast in Cap or find my toon, Kiyoshii. I'm a 3 month vet, and have toons in different VGs. Of the three, Dark Kingdom is very active and most importantly, helpful and friendly, especially for a noob like me. I wouldn't have gotten to lv 50 and have 160+ badges without their help.

Sadly, I was playing lowbie during 6th anniversary weekend. I decided to try my luck at running at lv 50, diff+2 and managed 4 purple drops, which includes 1 armagd and 1 apoc. >:3
And lots of temp pwrs (~20) which I emailed to my lowbie toons. (Yay for email)
IMHO, it helps to log out at Ouro to boost the chances of a drop.

I'm on a laptop with Intel on-board graphics. My workaround for the delay requires a Sony PS2 controller or joystick. With a High Speed Dual Ps2 To Usb Converter, you can use the controller to move the character in the game. Compared to the keyboard control, it's smooth and your toon stops when you release the buttons. I suppose a joystick works just as well. The usb converter is about $6 at bestbuy.
The above workaround works for both safe mode and low quality, which indicates that this may not be related to rendering graphics, but processing input keys. If the input is coming from another device, such as the PS2 controller, the control is smooth and responsive. No spinning. -
I have the same issue on my laptop, but not my PC. My brother thinks that it is not graphic card related, but DirectX related on input handling of keys.

Before I had the PS2 to USB controller, I set the key response to the lowest setting. That helped a bit. I also enabled Mouse movement, where you click on the ground to go there. It helps with turning.
The PS2 to USB controller also uses Direct X, and my laptop has Direct X 9, like yours. However, unlike your setup, my laptop has the cheap Intel on-board video, so it's not the graphics card.
This indicated that if the control is coming from another device, such as the PS2 controller, it seems that Direct X handles it differently. Hope this helps. -
Can you mount your hard drive from the broken PC into your 2nd rig?
If so, you can copy your 1st rig files to your 2nd rig. Please try the following:
1. Rename 2nd rig c:\Program Files\City of Heroes to City of Heroesx
2. Copy 1st rig HD's c:\Program Files\City of Heroes to 2nd rig c:\Program Files
3. On 2nd rig c:\Program Files\City of Heroes, you will see files and folders. Only delete the files (about 20 mb) and leave the folders behind.
4. Now copy c:\Program Files\City of Heroesx\cohupdater.exe to c:\Program Files\City of Heroes
5. Start c:\Program Files\City of Heroes\cohupdater.exe
It should download the files that you deleted in step 3 which is around 20 mb.
Hopefully, this saves you some download time. I use this trick a lot when I want to install coh on a new machine. It works great. -

Run Coh in window mode and type what you want in notepad. Then cut and paste into the chat window.

Another type of memory bug is memory corruption. A memory leak is memory that was allocated but not freed. Memory corruption is when memory that is being used is unintentionally modified. For example, when I was the training server, on the Burke mission of "Plant Bugs on Flyers", my demon MM showed up in several instances on my map, ie, 5 green arrows of 'me' were displayed, but not moving, and 1 green arrow of me moving. The enemies that I defeated showed up as red arrows, but when I hi-lite the red arrow, the text displays '????'.
To me, this indicates that the data that tracks whether an object is an ally or not was modified because the enemies appeared in my map as if they were a dead teammate.
I thought that this was a training server related thing, so I didn't log the bug, but I will log it now, since I saw it on my lv 40 mission with a demon MM teammate. It seems to be related to having a demon MM on the team, because lots of static green arrows showed up where the demon MM walked to. No green arrows appeared after me, or my brother.
Interestingly enough, my brother who was in the same mission did not see the extra green arrows. His map was clean. He was running in safe mode on his laptop. I was not running in ultra mode, but set my graphics to Quality.
Not that this helps your issue, but I thought I'd mention it. You might try running in safe mode to see if that helps. -
