In regards to ATO procs in AoE powers.... How confident are you on those? I know you said 'inaccurate' but how inaccurate are we talking here? I realize there may not be a good answer at this point but was just curious on this.

Agree with OP on all points.
This topic is brought up in every coffee talk, freedom Friday, PAX panel, suggestion thread, etc. It's been several years of asking for this already so I dont understand how they wouldn't just allocate resources for this already to make the community happy. They know we want this so just make it happen.

Edit: Oh, in terms I points, I would do 800 without too much fuss. 1600, I would do but not be too happy about. Anything more will just be annoying. I did end up buying about 200 super packs to get the black wolf though, so in the end I probably would go over 1600 for this. -

Could you briefly list or direct me to these changes not on live? I was planning on rolling a grav Dom, but if there's still a lot of weirdness ill hold off for a bit.

They all have visible effects, at least all the ones with DoT. Not sure on the others as I only use the DoT ones.
Cognitive creates like a yellow/white bubbly kind of effect on the upper torso area. It kinda looks like the confuse bubbles but bright white/yellow. The most visible one is Spectral as it creates like a dark swirly ring on the base of the enemy. Kinda like a portal from the underworld or something. -
With all the recent chatter over SBE Procs, I respec'd one of my Stalkers in to Blaze Mastery Char and loaded it up with procs. 2 psi dmg procs, +mag 2 proc, chance to build up. The 2 dmg procs and mag 2 triggered every time and the build up triggered about 50% of the time. It was a beautiful sight to behold.
Char is a 1.07 activation time power so if you're looking for something to fill in a slight gap, this might be an option. -
As an aside, worst performing combo goes to Perf Shifter SBE in Speed Boost since its now a 255 max target AoE on a 2sec recharge. 0.00039% chance to proc.

However, once again purely anecdotal, I see the terrorize mez go off VERY often, much more than 10%. Like seriously, a lot. My crab is my main so I'm using Heavy Burst all the time. My guess would be that the area of the AoE may have be a factor as well, or possibly even the type (cone vs spherical). -

If it is working as intended, and the developers do decide to nerf it, then it will be on them to refund people their points. But honestly, I don't think it's broken. It is better than the normal version, but so are all of the SBEs. And if they do nerf it, it's not going to be because of this thread. And if they don't implement the Gaussian proc at 1 PPM, it won't be because of this thread. If it wasn't meant to be in the game, then it wasn't meant to be in the game, thread or not.
Being all secretive over stuff like this is pretty silly. -
Can't really imagine Paragon becoming upset at all the cash coming in from the surge in SBE purchases. This is a business after all.

Do you honestly see that happening? If they do, that's great, but I just cant imagine them saying "Alright, we screwed up, here's your money back, everyone.". That's a dangerous precedent to set.

If your disagreement is on the method of obtaining them, well that's a different story, but should be a separate debate from the idea that PPM is a better/worse system.

I have a question about the Death Incarnate trailer.
There are two powers being used that I can't seem to find.
The first comes at 1:25 and it looks as though a murder of crows is being summoned to attack it's target.
The second comes at 1:27 and it appears a weapon is being twirled while the character is on his back.
I was hopeful someone could provide a name to these powers.

Dom Blaze has a 12s base recharge unlike all other versions of Blaze, so that would be a 20% chance. -
Yeah, Bitter Freeze Ray at 2PPM is giving you a 66% proc chance. Pretty awesome. Heck, I think you can even slot the Devastation chance for hold in there too. It's a 2.5 PPM or 83% chance to proc.
A lot of the dmg procs come in a 3 PPM flavor so a 20sec recharge will give them a 100% proc chance. Energy Melee has 3 single target melee attacks at 20sec recharge so I'm gonna try to make a proc heavy EM stalker. The issue with procs was always the inconsistency, but if we're now talking about guaranteed damage, this changes things quite a bit.
