Yeah, also forgot its a toggle so there's no way to Perma DS. That's a shame. Still, its the only power of its kind in CoH so it's neat.

Do you still maintain aggro if phased with DS? For example, drop DS in the air above Lord Recluse in STF, have flying tank keep taunting while popping in and out of DS. Success?
Have considered some other uses for this, dropping it on people caught in oblit beam during Keyes, dropping it to set up a safe zone for MoM purple patches or Penny Yin psi dot room, safe zone for Tyrants massive lightning attack during Magisterium trial, other things I can't think of at 330 in the morning. -
With the recent adjustment to the SBE, proc rate is now around 25%. That's still a slight improvement over the IO at 20%.

Even on a basic T2 8 second blast, decimation procs at around 14%, 3 times better than the IO version at 5%. I guess I'll just enjoy it until someone makes a stink about it and it gets dropped to .5PPM.
Once again though, my main issue really isn't the nerf itself but rather the business side of this whole fiasco.
Even after Synapse made mention that PS was providing an unintentional benefit, it continued to be sold in the Paragon Market. You think every player reads the forums? Let alone a single comment
on a thread in the Market and Inventions subforum? That one single comment is the only red name response I have heard on this whole issue. It's been days since I PM'd Zwill about it with no reply. I almost get the impression that they've been advised to make no comments on this matter while it's swept under the rug. -

However, while I have sympathy for your situation, I don't have empathy with it. All the PPM procs have a tendency to be better than "standard" ones, but Performance Shifters were so much better as to raise red flags immediately when I saw them. I had every expectation the devs would adjust them, and would have been absolutely floored if they had not.. -
Well said. Even if there is something in the EULA that protects them in this scenario, it's still a very dishonest practice.
Eventhough the community may go back and forth whether the sale of PPM procs is a good idea or not, I don't think anyone would disagree about how lousy this Performance Shifter situation has been handled. -
Yes, store bought Performance Shifter proc was dropped from 3 PPM to 1.5 PPM. This was noted in the patch notes and no red name has issued any response to this situation.

5PPM goes off base recharge time. 12x5=60. So really we should see no change.
If the formula was not different for AoE could you imagine how broken SBE procs would be? -

The fact that they exist doesn't bother me. It's the way that the incident is being handled that bothers me. Honestly, I really don't even know who to contact for this type of issue as it really isn't something that has happened before. As the community's liaison to Paragon, I figured I'd start with Zwillinger but that's been a bust so far. If not Zwill then who? A lawyer?
But seriously, at this point I really don't expect anything, but as a paying customer I woud appreciate ANY type of response. This whole 'let's just pretend it never happened' stance is very cowardly and somewhat surprising for a developer who's been good about keeping its community in the loop. -
There's definitely been a reduction in proc rate otherwise it would not have been mentioned in official patch notes. I tested this for a good 40 or so minutes last night in Beta using the SoA SATO and the new Ragnarok knockdown SBE at 3 PPM.
I went to Cimerora and ran the wall over and over. With the procs in Heavy Burst I would see on average 2 feared and 1-2 knocked down. It used to be much higher. On Venom Grenade I see a near 100% fear and about 5-6 knocked down on average. Also you're probably seeing better performance in your Suppresion since its at 16 second recharge ad opposed to 12 on Heavy Burst. Venom Grenade is on a 20 second recharge which also explains the big performance difference. However, I assumed since HB is a cone and VG is spherical, cone would have a better proc rate, it seems this is no longer the case.
The more I play with the SoA proc in VG the more I like it though. It makes sense to apply mez on your opener. Also, on AV fights I never use Heavy Burst so the -15 dmg would never come in to play. Now that it's in VG the debuff is up pretty much all the time on AVs. Also this debuff is unresistable so even on +3 trial AVs your SoA debuff is doing the same as Benumb after resistances. Not bad. -
To me it sounds like they're just moving forward with the entire idea. However, they did not like the oversight of Performance Shifter SBE proc and passive endurance powers synergizing so well together. Only thing is that now the SBE is terrible in any other powers so it's pointless.
I like to think that this was an isolated incident and will not happen again in the future (I know that sounds silly).
I'm still very unhappy about how the whole thing was handled and how there's no way get any refund on this. I PM'd Zwill about it and have yet to hear a response. -
Moved SATO proc around due to the recent change of SATO's in cone powers. Replaced it with a Lady Grey dmg proc in HB.

From the most recent patch notes:
Fixing a bug that was causing proc per minute enhancements to proc too often in cone powers.
I find that the SoA proc doesn't go off nearly as often anymore in Heavy Burst. I'm really not sure how bad they nerfed it, but I don't like performance on it now. On beta, I've swapped it over to Venom Grenade and find that it goes off a lot more often on VG. Also, testing the knew Ragnarok Knockdown PPM proc on beta, I'm finding that it goes off a LOT on VG in comparison to HB again.
Not sure what they did to the formula with cones but I'm finding much better numbers on spherical AoE now. I'm gonna have to move this over to VG now. On the upside, considering how often SoA proc and Ragnarok PPM proc go off, VG is going to be a helluva opener. -RES and either KD or Fear or both. Ouch. I like it. -
There's also a slight chance that this might have happened.

I was protective of my build too, but then I remembered its just a game and got over myself.
I've noticed that people don't normally copy builds but use them as guidelines and make their own customizations to them anyway. -
I'm considering swapping Musculature for Cardiac now. Musc adds about 30% dmg to all my enhancements but Assault Core adds 75% at max cap so I'm looking at a profit of 45% dmg. Going to Cardiac means I won't need to rely on Ageless to sustain endurance with Musc/Assault. On the other hand, I really don't rely on Destiny a whole lot so I may just stay with that combo and be closer to damage cap.
The -Def and Immob on Musculature is nice, but it's not something that is remotely a deal breaker.
Once again, unless Support gets a major buff, I don't see think it's very worthwhile. I know it's tempting to take it so you can claim the title of 'TRIPLE LEADERSHIP!' but I just can't justify it in its current state.
