    Moonwalking you say?

On a slightly different note, wasn't there an official semi-denial that player-made content would be in I13? I got the impression that the article which suggested it was due in I13 was less than reliable.

    [/ QUOTE ]

IIRC the tone of the denial was along the lines player created content has been neither confirmed or denied to be in I13.

So basically don't discount anything about I13 until it happens.
  2. Technically it translates as Underrealm/Underworld which is where all souls go except those selected to celebrate with/entertain the gods.
  3. Looks like a thinly vieled threat that Stephan has or can gain access to Monica's soul, or even something to throw Marcus off balance.

As for Ms Liberty's name, that's a source of debate, it's cited as Jessica in the books, and Megan in the comics. We've yet to gain offical confirmation as far as which one's correct.

Also Monica is Alexis Cole's (Miss Liberty) mother, not grandmother

EDIT: Confused Ms Liberty with her mother.
  4. Sorry to hear about this,

unfortunatly the problem is that in the event of things like this the policy is along the same lines as giving your car keys to someone and them driving off and never returning. As you allowed them access to your base and items within it, they can't do anything.

The only way they can restore it is if they used a bug or exploit to get around the limits imposed by the SG leader.

Yeah one of the arcs does say this - he likes to give people hope (hence Westin Phipps) so they don't think they're living in a complete dictatorship, but he does really control what she says - the Rogue Isles do have censorship - I've been an agent of it

Sometimes she gets over-ambitious though and tries to be a proper journalist - that's when she needs slapping down a bit

She didn't, we shut down the news station whilst Arachnos had a chat with her.

    [/ QUOTE ]

    And did that work?

    [/ QUOTE ]

Probably not, but we stopped the broadcast and got paid, why should we care what she does now?

    [/ QUOTE ]

Still not quite sure how stopping a broadcast helps Lord Recluse present himself as not being a dictator

    [/ QUOTE ]

We weren't in the employ of Arachnos for that mission,

    at least, not officially.

Arachnos simply took advantage of the situation to inform Miss Vines what she could and couldn't broadcast.

  12. Two points,

    a. This happens with every weapon when you activate a click power from another set to avoid clipping issues.

    b. It takes the same amount of time to attack when you draw the weapon as when it's already drawn.

I can understand if you think it looks stupid but if they did it for praticed brawler then they'd have to do it for every click power and redesign them to avoid clipping issues.

So in practice it would be unfeasable, it's a lot of work for a QoL change that won't have an effect on most characters.

More seriously, we asked Positron last week if there was anything he could share about it at the current time. Kerensky's putting a little something together and you might find out some more about this feature when it's ready. Let's just say the word 'offline' is meaningful .

  14. Back to the OP i'd have to agree that the main teaser will be up late this week, early next.

The Internal Report detailing the main features of I13 has obviously been sent round to the uk to allow our mods to write up the EU versions of the Issue features for the website. (Thanks to GRs cryptic hints before last week)

This suggests that the new issue teaser is either close or it's a really big issue.
  15. Basic description - Someone has provided the Lord Nemesis from the 1920s with technology from the present, the 1920s Lord Nemesis is using this technology to alter the outcome of Brass Monday. As this is a crucial point in history for both Heroes and Villains they must team up with the original Freedom Phalanx to ensure that Nemesis loses.

    Location: Steel Canyon 1920s

Accessed through: Oroboros Crystal in Pocket D

    Description:

The raid is in three parts, the first two parts happen simultainiously whilst the last is basically Nemesis's final push.

The first stage starts shortly after the superpowered members of the Phalanx (Statesman, Dark Watcher, Elementar and Vambrace) have formed the blockades preventing the Nemesis mechs from leaving Steel Caynon. The above ground mission is to prevent these blockades being destroyed by the Nemesis Mechs. There are always 4 Nemesis Mechs in the zone which spawn as lvl 54 Monsters. When one is destroyed another is spawned at the zone centre which will make it's way towards a blockade. Due to the confusion DJ Zero has managed to arrange for medical transport in the zone which will also work for the Phalanx members.

The second part is to assist Maiden Justice to arrest Nemesis in the underground tunnels, although the teleport technology is able to lock onto the players, due to the fact that Maiden Justice is powerless they cannot lock onto her. This means that the players have to keep Maiden Justice alive, if Maiden Justice falls to 0hp a warning will go out for her to be revived by a player, if she is not revived in 30 seconds the raid fails. The tunnel is filled with Nemesis troops.

The third stage starts when Nemesis is arrested, all players are teleported above ground to battle against the Nemesis Mega Mech which spawns in the center of tbe zone, all other enemies including the Nemesis Mechs are despawned. The Nemesis Mega Mech is classed as a Giant Monster and is basically a powered up version of the Nemesis Mechs although a lot harder to defeat.

    To Succeed players need to:

Prevent the blockades from being destroyed.
    Maiden Justice must survive.
    Arrest Nemesis.
    Defeat the Nemesis Mega Mech.

    The raid fails if:

    A blockade falls.
    Maiden Justice dies.

All Phalanx Members spawn as lvl 54 Heros.

Maiden Justice is a MA/WP scrapper. (Brass Monday takes place before she gains the Bridle of Hera.)
    Elementar is a Storm/Lightening Defender
    Vambrace is a EN/EN Blaster.
Dark Watcher is a Dark/Dark Defender.
and Statesman is a SS/Invun Tank (Duh).

    New enemies

Nemesis Mech - lvl 54 Monster

Description - These things got a law passed preventing the use of the words robots and horde in a sentance for 20 years. Nemesis seems to have an unlimited supply of these things, thankfully they can't climb out of the canyon so protect those blockades.

Machine Gun Burst - A burst of machine gun fire from the mech, does light damage and may reduce defense.

Swipe - The mech swipes at you with one of its huge hands, med damage, may cause knockback.

Footstomp - The giant footstomps are shaking the ground beneath your feet, low damage, high chance of knockdown.

Steam blast - The Mech blasts a stream of hot steam at you, High damage, may ground flying foes, chance to hold.

Nemesis Mega Mech - Giant Monster (lvl54)

Description - An upgraded version of the Nemesis Mech using technology from your time, be careful, you don't know what to expect out of this thing.

As Nemesis Mech but also includes,

Laser Beam sweep - The mech fires a laser beam from its mouth and sweeps it around in a wide arc, Cone, High damage.

Mega Roar - The mech releases a huge sonic roar stunning all nearby foes. AOE centred on Mech, low damage, high chance to stun.

    Nemesis? - Lvl 54 AV

Description - This old man claims to be Nemesis, can he be believed?

    Attacks

Basically the AR powerset without the grenade launcher and the flamethrower.

    Dialogue -

Battle Start - Maiden Justice! and others, are you from the future to stop me?
75% Health - You won't you know, it's been predicted that I must win this battle.
50% Health - How are you doing this? I can't lose!
25% Health - Did he lie to me?
Defeated - You betrayed me M...
Defeats player - I will be victorious!

  18. [ QUOTE ]

    The lore goes like this BlueDarky;

    [ QUOTE ]
"I want to take a sample so I can analyse it," said Stephan. "If we can break it down, maybe we could mass produce it. Bring health and happiness to everyone in the world-for a reasonable price of course"
"I'm not concerned about the money", said Marcus.
"Not after regaining my health. But I'm willing to help. What's the problem?".
"I dip the test tube in the water, holding it by a pair of metal tongs. I should be drawing a perfect sample, clear and golden. But, when I remove the tube from the stream and cap it, there's always a tiny black spot, some little impurity. Try as I might, I can't get it out. And, no matter how many times I try, even corking the tube in the stream itself, that damned impurity always appears."
"Let me try," said Marcus. Bottle after bottle, tube after tube, he immersed in the water. Each time he did, the liquid he captured appeared perfectly pure. Yet, within a minute, a black blotch had somehow appeared in the sample.
"'One drop remains pure,'" said Marcus. "Thats what the three sisters said. I suspect that's what we're witnessing here, Stephan. Remove more than a drop from the fountain and the water seems to decay."
"Thats Insane," said Stephan, his face flushing crimson.
"A drop? How can you measure a single drop? Scientifically, that makes no sense. Water isn't sentient. Its not alive. How can a stream know if I take a drop or a gallon?".
"Perhaps," said Marcus, "science doesn't have all the answers."

    [/ QUOTE ]

So it seems we are both right, The drop in the Magi offices, If pure, is just a curiosity. It is far too small to affect anyone, (Marcus and Stephan drank handfuls of the pure source Nectar to affect their transformations), It cannot be replicated and the Wellspring is destroyed.

It seems finding a small amount of tainted water in a surviving crack or pool on Praxidae or time-travelling back for a gift of tainted water from The Furies would be the only way to fit Incarnates into the existing lore in my opinion.

    Or they could just retcon.

    [/ QUOTE ]

Yup, baring the tainted samples Stephan used to fund his entry into Arachnos there's two drops left that we know of, Statesman's Amulet and the one in MAGI's vault, there is of course the possibility that they are one and the same. From Web of Arachnos we can assume that the varying effects of the water are as follows:-

Drop - Extends life, Marcus used a single drop to extend his life long enough to find the fountain after almost falling to mustard gas in the first world war. However he was kept in agony and nearly died several times during the search.

Tainted Sample - Enhanced Strength and longevity, Stephan sold the tainted samples he took which granted enhanced strength and longer life to whoever drank them although nowhere near the levels of Statesman and Recluse.

Pure - Godlike power, cures all diseases, also seems to grant immortality. (not saying it does or doesn't, it's known that Statesman and Lord Recluse have been around since the 1920s and that Statesman certainly hasn't aged a day whether he will or not is another matter).

So unless the Furies found how to take a large pure sample they'll have to find another way to introduce Incarnates.
  19. It's only a drop so it remains untainted

that said, no one's tried to examine it.
  20. [ QUOTE ]
As things stand, no-One will be be drinking from the well as it was destroyed in the events following Marcus and Stephans' encounter with it in 'The Web of Arachnos' book.

There is always time-travel to get around that, but its not a good idea to have a City of Incarnates as powerful as Statesman and Lord Recluse, The CoX universe has to maintain a sense of focus after all.

In that vein of thinking, The best way in my opinion would be the process of drinking 'tainted Nectar' via a very small pool left surviving and cut off from the source - (or if time-travel is involved) not being allowed to drink from the Well, but a small amount of tainted nectar awarded from The Furies to open up what I hope becomes an Incarnates patron powerpool.

    [/ QUOTE ]

There is some inside the MAGI vault, seriously, next time your in Atlas Park examine the plaques behind the artifacts in the back of the MAGI office.
  21. [ QUOTE ]
    [ QUOTE ]
    Yes.
Recluse doesn't stand a chance given the amount of infiltrators he's now allowed into his organisation and that doesn't even allow for the villains who only pretend to show him some allegiance.

    [/ QUOTE ]

Pehaps this is part of his plan

    [/ QUOTE ]

Plan closing resembling a Xanatos Roulette...

    OMG, Recluse is Nemesis!

(You know it's really shows how convoluted that Nemesis's plans are when we can make a connection simply by having a convoluted scheme)
  22. You first get titles at lvl 15, at lvl 25 you can change this title, at lvl 30 you gain a second part to your title that is origin dependant and at lvl 35 and every 10 levels after you get to change it, you can constantly change it when you hit 50 however.

At least I think that's how it works now, feel free to correct me if I'm wrong.
  23. [ QUOTE ]
I think you're missing a very important point, Aardvark, PRAF, LostNinja and Pointless. If they can be beaten, then how are they a greater threat? While the other side of the pond can beat us, why can't the greater threats? Simple. That's because they're not greater threats. It's a little lie to convince you that they are stronger.

    [/ QUOTE ]

    http://www.cityofheroes.com/gameinfo..._invasion.html

Read it, last time the Rikti came THEY WERE WINNING UNTIL OMEGA TEAMS SACRIFICE!

They came in advance, had portals all over the world and managed to reduce the worlds greatest hero teams to a handful of heroes all over the world.

They destroyed 90% of the worlds govermental infrascrutcer including the UN building in New York.

And (Quoted from page): [ QUOTE ]
In one afternoon they destroyed buildings belonging to the Freedom Phalanx, the Midnight Squad, and the Dawn Patrol, killing scores of heroes in the process. The Rikti took their heaviest casualties during this engagement, but they must have thought it was worth it because they did the same thing again the next day. And the day after that. In one week they lost over 10,000 soldiers, killed close to 200 heroes and utterly decimated all of Paragon City's major hero organizations.

    [/ QUOTE ]

IIRC, after I11 was out you complained about the Rikti then saying that they weren't big enough to unite the heroes and villains and we needed something along the lines of Galactus ect.

Your quote above is about how we can beat the Rikti back now, so they aren't a big enough threat.

The heroes in the Marvel universe can beat Galactus back without the villains help and have done so.

The premise for your arguements is flawed IM, you would rather the devs concentrate on a zone for heroes or vice versa, if they made two seperate zones it would up dev time and we'd only get one, maybe two Issues a year, and don't forget that some of the playerbase can only or choose to access one side only.

You're saying that they should alienate these people, even if it is just for one Issue, they discovered in the past in I6, I7 and I8 that this annoys the playerbase and don't want to do that again. To do so now could spell death for the game.
